Hi,
In the CFG file your are using check the following entry:
LocalDbODBCDataSource    = .....?
Open the ODBC Administrator. In windows start - run - type : odbcad32.exe
Locate the ODBC name which u found in the CFG file and select "Configure".
The same OBC Data Source should be tested and connected with the Local DBF entry (give this in the Database Tab) and provide the user name and password in the Login tab.
Then perform "Test Connection" in the ODBC Tab. If the connection is successful, you will be able to open the client.

I assume your internet-facing host is not your development host, so you might consider removing all developer accounts and ensuring that any admin accounts have secure username/password combinations or removing them as well and running a script from SQL*Plus to recreate an admin account when you need to use it.
