Every time i try to open iTunes, it tells me i need to change the language...not sure why it is asking me that but how do i do that?

With that particular message, I'd first try a repair install of iTunes.
Restart the PC first.
If you're using Vista or 7, now head into your Uninstall a program control panel, select "iTunes" and then click "Repair".
If you're using XP, head into your Add or Remove Programs control panel, select "iTunes", and click "Change". Select "Repair" and click "Next" as per the following screenshot:

Every time i try to open itunes i get the 'Itunes Setup Assistant' even though i have already installed and configured itunes. And after exiting this i get onto itunes but all of my music is GONE. (even though i know i can always import it back) But this means that whenever i want to use itunes i have to configure it and import all of my tunes again which takes ageees. The, as soon as i go to open it again i have to repeat the whole process!!! This just started happening to me last week also. After I went through the setup process I could get into my itunes but would get a msg about library not being saved due to user not being an administrator. I went into my program files opened the itunes folder right clicked on the itunes music folder and clicked on "Run as administrator". I haven't had a problem
since. Don't know if this will work for you but I guess it won't hurt. good luck.

Sounds like a permission issue.
Navigate to the iTunes Music Library.itl file
The path should be Username/Music/iTunes/
Right click on the iTunes Library.itl and select Get Info
The window will open on the left hand side. Go to the Sharing and Permissions section at the bottom
Click the padlock to allow changes and enter your Mac logon password
Select yourself and make sure you have Read & Write selected. Click padlock to lock it again
Close the Get Info window and try and start iTunes

For "Key not valid for use in specified state" errors try moving the folder RSA from C:\Users\<User>\AppData\Roaming\Microsoft\Crypto\RSA to say C:\<User>\RSA (just in case there should be a need to restore it) then try installing again. This folder appears to act as a cache and should be rebuilt automatically as required.
For general advice see Troubleshooting issues with iTunes for Windows updates.
The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down the page in case one of them applies.
Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

Try following steps and test one at a time:
1. Check to see if this file APSDaemon.exe is the problem here.
Close your iTunes.
Press Ctrl-Alt-Del key and choose Task Manager. In the "Processes" Tab, select the file APSDaemon.exe and click End Prosses button, then close the task manager window.
Now open itunes and see if it is working?
If that works, to prevent having to do the same process everytime you restart Windows, go to. START button, type in
MSCONFIG
Hit ENTER
Click STARTUP Tab, Uncheck "Apple Push", click OK.
Restart Windows.
2. If that fails or you don't see ApsDaemon.exe in the Processes, refer to following article to remove SC files:

I recently downloaded the newest iTunes update, but iTunes won't open... And every time I try to open iTunes, A box asks if I want to allow the program to make changes to my computer. I've clicked yes many times and it always comes up, any ideas?

Every time I try to open Adobe Premiere Elements, it crashes upon startup. The 1 in 20 times it does open, it crashes when I try to add/watch video clips.
