Exact dimensions of photo - how?

Small scale - large problem
I need a photo for my passport. The dimensions must be 3,5 x 4,5 cm. How do I create that as a file I can upload to the authorities? I tried export - but coulndn't find a way. (Also, the face must be 3-3,6 cm high,but I don't expect there is a way to mesure that in LR?)

As you are aware, the State Dept. has very exacting rules about photos they will accept for passports:

Passport photo stores may not be measuring, and I don't know the State Dept. strictly applies those rules in every case, but they have absolutely been known to bounce photos back to an applicant and demanded retakes, and they've gotten stricter about their rules in recent years.
So as to your second question, yes, you can check your measurements in LR.  It's a little kludgier than many other photo editing software programs for this kind of thing, because you may have to bounce back and forth between Print module (where you can display Rulers) and Develop module (where you can re-crop the image), but it can be done.
Display your candidate photo in any module of LR so that it's the only photo in the big window. Click on Print Module. Do you see rulers around the sides of the frame the image is displayed in?  If yes, zoom in and take a look and check the measurements doing some basic subtraction, and go back to Develop module and re-crop if needed. If you're cropping, keep  the Aspect unlocked (click on the little padlock, upper right in Crop tool, if it's locked, to unlock it) so you can change the dimensions of the image without also making your face wider or narrower than it really is.
If you can't see rulers around the side of the image in Print module, in Print, scroll down the column on the right until you see Guides. Open Guides if needed by clicking on the little arrow next to it.  The box for Rulers should be checked. Now you should be able to see the rulers around your image.
