Exchange 2010 SP3 upgrade fails at stopping services for Management tools station

Question

Attempting to upgrade a Windows 7 SP1 64bit virtual machine from Exchange 2010 SP2 management tools to SP3 fails with the following error:

Any updates?
You can also try to uninstall sp2 Management Tool first, then install SP3 directly.
