Existing CS customer trying to purchase CC at the CS Customer Price, but Adobe says CS 5.5 serials "don't qualify"

I have purchased both Production and Design Premium CS 5, with the serials registered on my Adobe.com account.
However, when I try to purchase Creative Cloud at the special discount price for existing customers, it says that there are no products registered in my account. I'm really confused - am I not, be definition, an existing CS customer?

The CS5  Adobe Design Premium is cancelled.
The CS5 Production Premium is educational, hence not valid for promotional offer.
