Exporting a .mp4 at 640x360 and having it be able to play on the iPod

I have put together a video in Final Cut Express that was in HDV from my video camera. I want it to be able to play in Quicktime and through iTunes in case someone wants to put it on their iPod or iPhone. It works great when played using Quicktime but if I try and send it to my iPhone I get an error that reads ("myvideo" was not copied to the iPhone because it cannot be played on this iPhone).
I'm guessing that I have something minor wrong on my export settings. I have a similar video that someone else did that is 640x360, H.264 & 29.97 fps and it works fine in both iTunes and Quicktime. If I double-click on it on the desktop of my MacBook Pro it runs in Quicktime, If I drag it into iTunes I can sync and play it on my iPhone. I looked at the movie properties in Quicktime and they seem to have the same settings but obviously something is not completely correct. Please help!

I tried exporting with the iPhone preset and I get an m4v instead of the mp4. Yes it works with the iPhone but then it appears to play only with iTunes and not Quicktime.
