External companies with Barracuda firewalls not able to deliver mail to our Exchange 2013 environment reliably.

We upgraded to Exchange 2013 about a year ago. Since that time we've been having issues with certain companies having their mail delayed or rejected when sending to us. No problems us sending to them though.  Eventually through troubleshooting I have
determined that all of these different companies have one thing in common: a barracuda firewall.
In the year since the installation I have updated Exchange all the way to SP1 but we still have this issue. The messages usually arrive to us, but quite often a day later, etc.  Here is the message from one from the 26th that was rejected:

2x Exchange 2013 Std. SP1 Servers, All roles, DAG. We only use the built-in Exchange tools for anti-spam, traffic flows to and from exchange directly through NAT.

Hi, yesterday we had a very large outbound queue on our Barracuda's.
I did some investigation and found that all remote servers are Exchange servers. After some telnet smtp tests they all had the same problem. After sending the RCPT TO: command it takes between the 60 and 120 seconds to get the Recipient OK response. While
other servers answer in a second.
Before I contacted Barracuda I found your article.
I contacted Barracuda about this and they said it's a problem of the remote exchange servers which won't respond within the accepted time and not a Barracuda issue. The barracuda disconnects after 60 seconds and the official RFC describes that
the whole process should only take a few seconds.
They said that I could be that the remote server is doeing a spam or RBL lookup which cannot be done and causes too much delay. And because of this timeout the SMTP process takes much too time and the barracuda will disconnect before the
exchange server responds OK.
The outgoing timeout in the barracuda can't be changed manually and it should be fixed at the recipients side but the Barracuda support did make a change deep level in the config so our time out has been set to 120 seconds now and works for us but this only
works until we apply new firmware.
I suggest that you do some Telnet tests with your exchange if you could find if and why the RCPT TO: hangs for such a long time to respond. Please let me know if you'll find something so I can inform the remote companies which affects this.

    they said fix the problem in other phones but not in mine.
    So here I am with no wifi and bluetooth, with apple technicians and experts that don't know what to do with the problem that the sofware they developed cause in my iphone 4s.
    and the solution is for me to pay $199.00 US dollars for a problem that I did not cause.
    wich means to buy something else from apple to fix a problem that it is not my fault.
    Great! what a convenient solution.
    I would like to have an answer from you guys and see if someone there have a better answer for me that shows support, values and integrity as a grest company with solutions for your customers.
    Dont think that I want a new phone, I want mine fixed if is possible.

    Apple isnt here. this is a user based forum for technical questions. The solution is to restart, reset, and restore as new which is in the manual after that get it replaced for hard ware failure. if your within your one year warranty its replaced if it is out of the warranty then it is 199$

    Thanks Pallavi for the effort. I tried commenting out, its still the same. It do not throw exception this time. However, It tells me that the recon event is completed and linked to user. When I go to user's profile, I dont see the resource provisioned.

    The Account ID in recon manager of Web Console and the Account ID that is stored in the tables, doesn't match.
    I wrote a custom code to fetch account and user details and here is the output,
    User Key : 13 -- has Login Id : USER_CS
    Account with account key : 49 is with user key : [USER_CS]
    Getting Account Data......
    {UD_TEST_1P_EMPLOYEENUMBER=1567, UD_TEST_1P_NAME=Kim1}
    However the Account Id in recon manager is : 91
    This seems fine.
    Doesn't this mean, the account is reconciled successfully?
    The problem is that, I am not able to see this resource in User's resource profile.

    We are in 12.1.3 EBS application with 11.1.0.7 DB on Aix 64 bit platform:
    resently we configured notification mailer with out any issues
    But the issue is notifications are delivered to with in the domain itself but not to outside the domain i.e gmail and yahoo
    SMTP server host name is owa.craftsmanautomation.com the same we used to configure the Notification mailer

    In the above command in place of FROM and TO mail-id's if we use any personal mail-id's getting error message as "Unable to Relay".Please suggest is there any changes we need to done at SMTP server Level or OS level or Application Level.

    okay well they got me to take out some .plist files to see if that would help it didn't. I'm not sure what ones that they deleted for my self maybe someone here would be abel to tell you what ones to take out but didn't work the one that came close to working was this going into keychain and deleting the account(s) then reading them again.
    if you are to do this please back up first with Time Machine. You can do this with a usb drive.
    Okay so go back to where you had internet accounts and make sure mail is shut. click the - on the account your having problems with then quit system preferences.
    Okay so then press cmd and space bar at the same time then type 'keychain access' into the search then click on 'keychain access'
    once it is open go to the top of the window and put your email address that you are having problems with.
    once you have put in your full email, have a look at what comes up i deleted things in the kind colome with 'internet password' and anything with under name that had smtp.gmail.com or imap.gmail.com so it would look like this, map.gmail.com - internet password.
    right click and delete them. make sure not to touch any other files that dont say them things on them.
    Once you have done this quit keychain access and then restart the computer, once the computer is restarted go back to system preferences and internet accounts and re-add the account.

    Why is my iPad not able to download mail when the iPhone next to it can and the iPad may be able to do it 24 hours later with no change in settings?  This happens with multiple email accounts at the same time in several locations on many occasions.  The setting is to check emails every 15 minutes.   It says it is checking but nothing comes up while it does on my Mac or iPhone

    I have exactly the same problem here.
    Can see new email appearing straight away on the iPhone and Windows pc, but very erratic on the iPad.  Sometimes the emails appear immediately on the iPad, other times they don't appear for hours. 
    One thing I have noticed if I go and change the "delete messages - remove" setting to something other than what it was set (for instance from "never" to "one month") it seems to jiggle something and the outstanding emails all suddenly appear.

    With one mailbox server in the production site and one in the DR site, you do not have high availability.  If the main site goes down, the cluster loses quorum and all databases dismount.  You must then force quorum or move the file share
    witness to restore quorum.
    I can't tell you why what you observed happened.  At the time of the problem I would have been looking at the transport queues to see what's queued and to where.
    I recommend you look at the configuration of your send connectors to ensure that none of them are dependent upon the DR site server.
    To send mail outside, you must allow relay.  To do this, I recommend you create a new receive connector that's configured to allow relay and restrict access to the application server to keep anyone else from using it to relay.  There are plenty
    of articles on the Internet that describe how to configure a relay connector.

    You probably have changing settings disabled in Restrictions.

    Google, whom I assume are your hosts are emphatic when I send mail to that address that the address simply does not exist. So I think you need to revisit that part of your domain setup. perhaps create a couple of other addresses and see if they play nice.

    Not sure if this is a fix, but I tried sending myself a test email from only  the Bcc field, and lo and behold it now shows the Bcc field in all sent item previews;
    ...maybe leaving the 'To' field blank on purpose forced Mail to show it.
    Rebooted the Mail program, still there - rebooted the machine, still there. Hope this is still relevant and it works for you too - J.
