Failed to install EBS 12.1.1

Question

Failed to install EBS 12.1.1 on Windows Server 2003 with Visual Studio 2008 and cygwin 1.7.9
the 11301130.log shows:

this occurs in step 3 of 5 of the installation

thanks I already solved the problem modifying the file <Base install>/inst/apps/$CONTEXT_NAME/temp/restart.xml and performing a reinstallation, but now I have another problem:
at the end of the installation I get the following error:
Login Page
checking URL = http://ebs.workgroup.cl:8000/OA_HTML/AppsLogin
RW-50016: Error: - {0} not was created:
File = {1}
and
JSP
checking URL = http://ebs.workgroup.cl:8000/OA_HTML/jtfTestCookie.jsp
JSP is not responding, waiting 15 seconds and retesting...
JSP is not responding
