Family Sharing plan will not allow purchase by iTunes gift card.

We are on the Family Sharing plan. All family members have iTunes gift card balances on their accounts. iTunes store is only allowing purchases by credit card. According to all FAQ's on Apple site, it should access gift card first. How do we fix this?

You are correct about how it is supposed to work.
However, many people are reporting the same problem that you are seeing. The only way to get it resolved is to contact iTunes Customer Service.

At the moment, Apple Pay only works in the U.S.

For some reason this worked for me. I went into my account and changed my first name, maybe it causes itunes to reset. What ever it does my itunes works now.

Gift Cards and Certificates are valid for use only in the country in which they were purchased. Only residents of the U.S may redeem gift certificates purchased in the U.S.
You can still help them set up an Apple ID without payment information so that they can download free items through the iTunes store though. The steps for performing that can be found in the following article:

go to settings- itunes app store- click appleid and view account - may need password - then under billing info select none. however it will auto use the gift card regardless first

You would have to get a Canadian iTunes giftcard. But my guess is that they aren't sold outside of Canada. Unless you can locate online

From what I see and from my experiment in the U.S, online Apple Store, I would say that yes you can. iTunes gift cards are sold in the Apple Online store and Apple Store gift cards are an accepted form of payment on the store, so that means to me that it is possible.
