Fibre not working, please help.. 3 months I've been at this !

Hi Guys, my fibre (40/10) unlimited is running (!) at about 2 Mbps down and 0.01 up, rendering it almost completely unusable. This started end of February , reported beginning of March. originally my issues were put down to REIN interference from the cctv cameras at a nearby building site. I found the interference, contacted the site management and contacted Sky to get a REIN able engineer out to it.  My findings were confirmed and the cctv firm made modifications that I was told had remedied the interference.  After giving it around 10 days (though the MABR should have restored almost immediately)  and contacted Sky to say things hadn't improved (I should point out that I had already replaced the SR102, filter, adsl cable and tried switching everything in the house off apart from the router & PC) .  Two dozen calls, 5 more openreach visits later including a second REIN guy...things are no different. I am even posting this from my phone on 3g. looking at my router stats, it seems obvious that something is wrong. Attenuation is 14.1Noise Margin is 32.4, upload is similar. I've been told many different things, from plausible to ridiculous and am having no luck at all.  Last Openreach guy said after a fault, BT use 'vectoring' on the line which Sky hubs don't like. Another note is that in all speed tests, there is wild fluctuation the download test, sharp peaks/troughs and the upload test start considerably higher around 2-6 Mbps, but drops like a stone town to either 0 or 0.01, barely there at all. If anyone could shed some light or experience on my problem I would be eternally grateful !!  Please HELP !

Hi daveNOS, thanks for the reply. Congestion cobfirmed as not the case, and router (cable/m & faceplate done also) Tried master socket behind faceplate. Investigations have been ongoing for weeks to no avail with Sky & openreach, Openreach come to the property, tell me there is deffo something not right then drive round the corner and put on the job notes that everything is now working fine. Last guy only phoned, never came to the house and putn the job noted that he had reached our internal wiring. Getting really tired of having no internet
