Files Only Visible to DreamWeaver?!?

Question

I am absolutely confounded with a problem that I'm having
with DW CS3. The file panel and File/Open displays all of the files
that I expect to find, but applications such as Explorer, WSFTP,
DOS command prompt, my backup applications, etc see some of the
files, but not all of them.
Explorer allows hidden and system files to be shown. I've
even tried turning on the Explorer registry entry "show superhidden
files" without success. The disk has been checked for errors and
there are none. I can access the files without any problems from
DW, but not from other applications.
This has me incredibly confused. I'm a very well versed
computer guy, having worked in the field for 30+ years, but this
has me completely baffled.

I don't know about the rest of the symptoms, but I can tell
you for sure
that this is not the case....
