Film download error on ipod touch

I have tried to download a film to my son's ipod touch, but it won't download. It says "download error. tap to retry" - when I tap it does the same.
How can I get it to download? Or obtain refund from itunes?

I recently purchased a tv episode from the iTunes store. However, I can not get the tv episode downloaded to my IPOD Touch i.e. can not sync movie although music works fine. From what I read it is an issue with the format of the episode. The format is HD and apparently is too much for my IPOD touch. You can't. The 2G can only go as high as iOS 4.22.1 because of the hardware on the 2G. Instagram requires:

You should really read the manual.

They would only be where you put them. What program did you use to import them? Pics/vids taken with ipod are not part of the sync process at all. You should be importing them just as you would with any digital camera.
If you did not import them, then they are not on your computer.

Starting at the end:
- When the movie or tv show does transfer onto your iphone/ipod touch you will be able to see it in the expanded view of your device in the "DEVICES" section.
- If the files are not on your device, then:
-- confirm you have SD or HD-SD video. HD-only content will not play and probably will not even sync. iTunes seems to reliably have SD versions with their HD distributions so this should not be an issue
-- confirm you are synch-ing the content to the ipod device by browsing the DEVICE view's Movie or TV Show tabs to confirm the movie or episode is 'checked'
- If the files are on the iPod and you cannot find them, check your Settings: General for Restrictions. If you restrict, for example the movies to "G" rating. PG and higher movies will sync but you will not be able to find them on the iPod!

I was able to download the update with no problems through the App Store app on my iPod touch, but whenever I try to download it using iTunes for Windows, I get an Error -3150. Earlier, I was trying to update an iPod Touch to v2.1 but I ran into problems with iTunes v8.01's download in Mac OS X/Leopard v10.5.5 on a MacBook Pro. iTunes said:
"There were problems downloading some purchased items.

There was a problem downloading ÒiPhone 2.0 Software Update / iPhone 2.0 Software Update. You do not have enough access privileges for this operation.
Please check that the connection to the network is active and try again.

I noticed iTunes' download said 4 KB downloaded and had resume option which failed with the same errors.
At first, I thought it was maybe because Mac OS X account level was at "standard". So, I changed it to administrator level, logged off, and relogged in to retry. I got the same errors again.
So I decided to log off and log in with the other account with administrator access. That worked (downloaded, restoring iPod Touch which is still processing as I type this). Also, this was a brand new iTunes account and sharing music files with other accounts on MacBook Pro if they matter.
What happened so I can fix this for future downloads and upgrades. Thank you in advance.
