Finally got Photoshop Elements 11 installed

Question

I recently purchased PSE11 and just like everyone else in this forum I had massive problems trying to install this programme with the 'Shared Technologies' error.   I spent three days reading everyone's suggestions and trying everything that was suggested.  Nothing worked.  I have three other computers at home one is XP Home Edition, one is Vista Ultimate and I also have an IMac.   The computer that I really wanted this programme to work on is Windows 7 32bit as this computer does have a faster processor and other stuff.  I am not an advanced computer user and am barely an Intermediate level so the description of my computers is just the basic info that I know.
After 2 days of trying to install this on Windows 7 I decided to try and install it on the other three computers.  This programme (the trial version only) installed on all three other computers with no issues whatsoever.  It all installed within 5 minutes.  I figured that I would most likely have to use the computer with Vista Ultimate OS so that I could use this programme. 
I decided to give it one more shot so looked at some other forums and found this:

Using Windows 7 64bit
I had the same problem but I was able to fix it by renaming a folder and reinstalling
Location: program files(x86)/ common files/ adobe/ locate the folder OOBE and rename it to OOBEold
Reinstall Photoshop Element 11 or Premiere Element 11, I had the same problem with both

So I tried the above suggestion and also looked into the program files and program data for Adobe in the C drive.  I deleted everything in the Adobe files and data that related to PSE11 and anything else that I thought might need to go.  Restarted my computer and this programme has now sucessfully installed on my Windows 7 computer with no issues whatsoever. 
I have no idea whether it was the 'OOBE' thing or deleting Adobe files and data in the C drive or if it was a combination of both things.    I opened up the trial version programme I had just installed, entered my serial number and  thankfully everything now works with no problems..

Brooks lansing if you create a new Administrator account does the same issue occur?  If so then it is likely that there is a file permission failure and file permissions have been set for the existing Users instead of the groups they belong to.
Have you removed and reinstalled Photoshop Elements 11?  This may reset the file permissions to the correct state to allow it to work under new accounts.
