Find my iPhone: cannot be located

Weeks after I lost my iPhone, I finally received an email from "Find my iPhone" app stating:
There was a problem putting iPhone into Lost Mode.
Seconds later, a second email was also sent,
A sound was played on iPhone at 11:20AM on June 2, 2014.
So, I followed the email instructions to go on icloud to see the update with hope that it will locate my lost/stolen iPhone. Arriving on the website, I reached:
Pending: Lost Mode, Play Sound.
This iPhone cannot be located, but you can play a sound, turn on Lost Mode, or erase it.
Am I back to square one? I requested the finder to kindly return it to the Apple Store because that's where I stored my only family pictures. Sadly without backing it up to the icloud. Lesson learned. These emails brought me back hope that I will be able to see those pictures again. Since the phone couldn't be located, I don't have that 24hr window to track my phone's whereabout. The iOS I had updated it with was at least iOS 7.1.
Did anyone else have similar experience? Did you have a happy ending? Is it a good idea to request the finder to return it to the Apple Store? Can the geniuses help me out?

Update!
Last night, I was working at the Voter's Poll when I received this email notification, so I couldn't get out of it. I contacted the Apple Support, there's no IP address they could tell me. I'm getting closer to finding it.

    This may be related to a new feature embedded in iOS7 that shows all purchased music by default.  Go to Settings > Music, then turn off Show All Music.  See if the issue ceases once the feature has been disabled.  This information is located on page 63 of the user guide below.

    Unless you had enabled Find My iPhone on it before it was lost then there isn't any way to locate it (it can only be turned on directly on the phone, it can't be done remotely). If you did enable it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPhone disabled on it.
    If you think that it was stolen then you should report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    Then it is either off, not connected to a network or has been restored as new. Not much you can do.

    No, unless you had Find My iPad enabled on it then there isn't any way to try and locate it.
    Have you reported it to the police in case somebody hands it in ? You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc., and if it was a cellular model also contact your carrier.

    Try resetting the phone with the home and power buttons held in until the Apple logo appears, then turn location services on (or off and back on if it is already on).

    On your computer you just go to https://www.icloud.com/ and log in to your iCloud accout.  You can access Find My iPhone there.

    Yep, it the phone is switched off, there is no way to locate it. What you're looking at is the last located position, which will be available for 24 hours.

    do you have location services disabled? settings>privacy.  Also, the answer is because the phone does not know where it is when location services is turned off so "find my iPhone can't locate it.

    ok so first off my ipad was stolen, it was all my savings since im a college student attending uci and now the art institutes. my ipad was stolen the other day and the first thing the culprit did was turn of location services. i had find my iphone installed and running and everything but they turned it off. there should be an update for find my iphone to turn location services back on in this case. or is it that apple is so money hungry even after making billions that they wish for me to buy another one as if im made of money? seriously? apple claims to take care of their consumers, yet i get the run around and so do thousands of other apple fans when it comes to stolen property, **** it should be part of ios to take advantage of the gps, wifi signal, cellular signal etc. to trace a apple product yet it's not even on apple's todo list? some customer service.

    Sorry for your loss, but had you put a lock code on you iPad, the theif would not likely have been able to go in and turn off location services to begin with.  The sad truth however is, once an iPad/iPhone/iPod is stolen, it's pretty difficult to stop someone from getting away with it.  It's not Apple's fault and they can't be responsible for theft.  It's just a sad testimony to our society........And while your blaming Apple for your loss, just remember that No, Zero, Nada, electronics manufacturers get involved in theft.  Nor do cellular providers.  Theft is an issue for the police, not the manufacturer or service provider.

    Translation: if you didn't mess up by clicking "play sound" or "display message", then your kids just got you. They already disabled location services I bet.
    Another translation if first was too subtle, there is no message if you just locating.

    Follow these instructions to remotely remove Find My iPhone from your device:
    Make sure the device is powered on and connected to a Wi-Fi or cellular network. Then follow these steps:
    Sign in to iCloud account at www.icloud.com/find.
    Click All Devices to open a list of devices linked to your account, then select the device to be removed.
    Click the Erase button to erase all content and settings from the device. When prompted, don't enter a phone number or message. Click Next until the device is erased.
    When the erase is complete, click "Remove from Account" to remove the device from the account.
    After the device is erased and removed from the account, you can proceed with the device setup process.
