Find my iphone in icloud misfunctioning

The 'find my iphone' shows my phone is in another location than where I have it (I am in Europe; it shows that the phone is in Arizona).  What can I do to fix this error?

Go to icloud.com/find and sign in using your Apple ID (the one you use with iCloud).
Make sure Find My iPhone (iPad) is turned on on the devices.
Tap Settings > iCloud > Find My (device)
If you still can't find an iOS device, reset them both.
Hold the On/Off Sleep/Wake button and the Home button down at the same time for at least ten seconds, until the Apple logo appears.
Try again.

    I noticed that Find My iPhone on iCloud hasn't worked since iOS 8 came out. Whenever I try to use it, it always says "All Devices Offline." This is regardless of whether I am in a good Wi-Fi zone or not.  I like to use Find My iPhone to remotely track my battery charging status whenever my phone is charging in a different room. That's been really handy, which is why I really need to get this fixed. No matter what computer I use, the problem is always the same.
    My device uses iOS 7. My question is: do I need to upgrade my device? If not, what should I do? I do not wish to upgrade my device, especially considering the bad things I've heard about iOS 8.
    Feedback would be welcome ASAP.

    You don't need to update to iOS 8 to use Find My iPhone.  If you haven't already tried, go to Settings>iCloud>Find My iPhone and turn it off, then reset your phone (hold the sleep/wake and home buttons at the same time until you see the Apple logo, then release).  After it restarts, turn Find My iPhone back on and see if it works properly now.

    iCloud: Remove your device from Find My iPhone - Support - Apple
    Sign in to icloud.com/#find with your Apple ID (the one you use with iCloud).If you’re using another iCloud app, click the app’s name at the top of the iCloud.com window, then click Find My iPhone.
    Click All Devices, then select the device.
    Click Erase device, then enter your Apple ID password. Because the device isn’t lost, don’t enter a phone number or message.If the device is offline, the remote erase begins the next time it’s online. You’ll receive an email when the device is erased.
    When the device is erased, click Remove from Account.All your content is erased and someone else can now activate the device.

    No app on the iPod is required.                           
    - If you previously turned on FIndMyiPod on the iPod in Settings>iCloud and wifi is on and connected, on a computer browser go to iCloud: Find My iPhone, sign in and go to FIndMyiPhone. If the iPod has been restored it will never show up or conbtinue to show off-line.
    - You can also wipe/erase the iPod and have the iPod play a sound via iCloud.

    - If not shown/shown off, then you will have to use the old fashioned way, like if you lost a wallet or purse.
    - Change the passwords for all accounts used on the iPod and report to police
    - There is no way to prevent someone from restoring the iPod (it erases it) using it unless you had iOS 7 on the device. With iOS 7, one has to enter the Apple ID and password to restore the device.

    Also when I am trying to connect ipad to my windows PC, it shows, your software is up to date and later starts restoring while updating again. Then automatically it stops to update halfway and I have to repeat the process again and again, still in vain.

    If your phone is turned off or not connected to the Internet, you will be unable to locate it. Last known location is only stored for 24 hours.

    No, not at all possible.  The device has to be on and it has to be connected to the internet (wifi or cellular connection).  Tracking uses internet data, so a device that is off cannot be found remotely.

    Can't be done.
    Change your iTunes (Apple ID) password along with any other password that was stored in the iPod.  If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number).  If any passwords are associated with a bank or any other savings institution, contact them also and discuss approprate action with them.
    The "Find my..." function is pretty much useless if the device is in the hands of a thief.  All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
    The only real protection you have is with the personal information on the device rather than the physical device itself.  This requires action before the device is lost/stolen.  If the device has significant personal information, it should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.

    when I use Find My iPhone through iCloud on my iMac, the app uses Google maps to display locations. Why? Shouldn't it use Apple maps?

    I used Apple maps on my iPhone, iPad and iMac and prefer it over Google maps except for street view (which albeit has an annoying, difficult to use interface). In El Salvador, Apple maps was certainly more accurate than Google maps. I like Apple maps turn-by-turn navigation via my Sonata's sound system, quite nice

    I recently got a new iPhone and traded in my old one. At the store, the representatives erased the contents and settings of the old phone (though they did run into some difficulties because of a pre-installed profile and I think were successful after a few attempts) and removed the SIM card. However, the old device keeps showing up on my iCloud account. I removed it from Find My iPhone and deleted the stored backup for the phone, but it's still there. I've talked with Apple Support about it as well as called the store on what I should do. Apple cannot remove the device on my account for me (which is fair), but I think it's strange that I can't remove my own device either. It won't give me any option to.
    The Apple people reassure me not to worry and that everything is probably "fine", but I don't like this uneasy feeling that my iCloud account (and who knows what other data) might have an open connection or hole somewhere that I'm not aware about.
    Please help!

    Some people I've talked to speculated (but could not confirm) that this "glitch" would be fixed once someone registered their own iCloud account to the old device; this would force the old device to be removed from my iCloud account and transferred to the new user. How long have you been experiencing this "glitch"? I'm guessing if Apple calls it a glitch on iCloud, it won't be fixed any time soon...

    I lost my iPhone and (for argument's sake, since i don't remember) if I didn't turn on the "find my iPhone" functionality in "Settings-iCloud", would it be possible to contact Apple and forcibly turn on this feature?
    P.S. My iCloud tracking is currently displaying my iPhone was "offline", even thought it is already been put into "lost mode".

    No, Apple can't do anything. And, even if Find my iPhone was enabled (and it probably was if iCloud "knows" it exists) it won't show up if the battery is dead, the phone is powered off, the phone is in airplane mode, the SIM has been removed, the phone is out of range of a cell tower, the phone has been wrapped in aluminum foil, the phone has been Restored, or the phone has gotten wet.

    I have upgraded all my apple devices (including my iPad , iPhone to iOS 5 and my macbook air to 10.7.2) to the latest software. When I use find my iPhone feature in icloud.com its not able to find any of my devices. Is anyone else also facing the same problem?
