Flash Player not working in Windows 8.1 (Internet Explorer 11)

Hi,
I cannot get Flash Player to work in IE 11 on Windows 8.1 (on a Surface Pro). This has been going on for a while, and I was hoping that  I've tried the usual suggestions from this community:
Ensure it's not disabled: the control is enabled.
ActiveX filtering is OFF
Removed IE as a feature and reinstalled it
I tried reinstalling the latest MSU with Flash Player (13 now) from Microsoft's site (KB 2942844, 64-bit) and that installation fails. Attempting to install the Debug version from Adobe (also an MSU) fails as well.
Before I did the above tests, I did notice that my ActiveX control was not from Microsoft or Adobe, it was from an unknown vendor. On another system, it reads it's from Microsoft Windows Third Party Application Component.
Is there a way to clear this out and then hopefully successfully install the MSU?
Please don't suggest to run Firefox or Chrome. I know I can do that, I am looking for a solution to run Flash in IE.

There are two registry keys and the KB patch that MUST BE manually removed before you can manually replace Flash Player ActiveX in Windows 8 or 8.1. I did it one time on a test machine and it was a MAJOR P.I.T.A.

ActiveX is a software framework created by Microsoft that adapts its earlier Component Object Model (COM) and Object Linking and Embedding (OLE) technologies for content downloaded from a network, particularly in the context of the World Wide Web. It was introduced 1996 (it's old enough to vote now - Yay!!!) and is commonly used in its Windows operating system. In principle it is not dependent on Microsoft Windows, but in practice, most ActiveX controls require either Microsoft Windows or a Windows emulator. Most also require the client to be running on Intel x86 hardware, because they contain compiled code. Adobe doesn't own or develop ActiveX. They write conformed code with it for the IE plug-in.
Is there a way to clear this out and then hopefully successfully install the MSU?
No. The ActiveX Flash Player plug-infor Win 8 or 8.1 can ONLY be modified, updated or repaired via Windows Update. You may need to repair IE first: http://support.microsoft.com/kb/318378  That'll fix the plug-in (in most cases) in Windows 8 & 8.1
Please don't suggest to run Firefox or Chrome. I know I can do that, I am looking for a solution to run Flash in IE.
Here's something to consider: Internet Explorer 11’s Many User-Agent Strings
Microsoft is already trying to convince websites you visit THAT YOU ARE USING SOMETHING ELSE.
Microsoft "rewrote" the User-Agent Strings for the abomination they call their latest and greatest browser.
User-Agent Strings are what websites use to identify the browser you're using and provide the proper content for it's browser engine, like ActiveX stuff, and Flash or HTML5 video.
Thanks to the "geniuses" in Redmond, WA, the User-Agent Strings for IE11 (which has a Trident engine), ID it as either "Gecko" (Firefox) or "Webkit" (Chrome, Opera, Safari).
Trouble is: when the site the directs to the content for one of these two engines, the Trident engine in IE can't intepret it and the site then sees IE as an "unidentified" browser.
The problem with an unidentified browser is that the plug-ins in that browser aren't recognized either, so even though you're up to date, it says you need the latest Flash Player when you use IE11. Or the content just doesn't play.
YouTube... has converted to HTML5 video so if it doesn't detect Flash Player, it can display HTML5 (MP4) video which requires no plug-in to play. Not everyone has converted to HTML5 yet, though.
Facebook and other game sites can't do that, because HTML5 doesn't apply to games... only video.
Microsoft has no plans to "fix" the mess they've created because they think it's a great idea to block you out of content in the websites you visit.
They recommend using "Compatibility View" and pretending that you're using an older verison of IE...
Problem with that is that it's seen limited success, and you have to enable it for EVERY page that has problems... individually.
I'm not big on "pretending" so I recommend using another browser, even if you don't like the idea. Since most of the websites you visit with IE11 already see it as Firefox or Chrome, you might as well actually be using one or the other.

Safari (from Apple)
Chrome (from Google)
ANY of those will work where IE11 won't, with the Flash Player Plug-in (For all other browsers), and Chrome doesn't even need that because it has its own Flash Player plugin built in.

    Continued problems with web pages on Windows 8.1
    Always saying "Thie webpage wants to run the following add-on: 'Adobe Flash Player' from 'Microsoft Windows Third Party Application...."
    no matter what i pick, Allow, Allow always all ways keeps asking..
    Yes the Plugin is Enabled.
    Obviously if i turn off Active X filtering the message goes away, but doesnt help, as websites which require the flash player doesnt work...
    Ive manually tried uninstalling the flash player, by using the uninstall tool and deleting the files, but this just broke it more... so had to system restore it...
    Restored it back to a time before the issue, same thing !!

    and selecting Test Flash Player, gives me an icon to get flash player, it click the icon, then loops back to same page...

    1. Continuing to use IE11 will continue your problems and your frustration. I won't tell you to use Chrome or Firefox, but THAT'S what will take care of this for you.  What you see  is a result of this:
    "User-Agent Strings"
    That doesn't mean a lot, I'm sure, but it's the root of your problems, and Flash Player has nothing to do with it.

    Chrome has it's own Flash Player plugin ("PepperFlash") apart from IE (which is now a Microsoft Plugin in IE 10 Win 8).

I was advised by my isp to uninstall norton software and to try to install the adobe flash player again. I am given the instruction to download and it says its downloading. I go to youtube for example, it will continue to tell me to update to the flash player. Also, i somehow have bing as my toolbar on my computer and am not able to follow the direction of the instructions to trouble shoot online.     Use the link that is shown for Windows, Internet Explorer and the Installer EXE
    Close all browsers, disable any messenger services in the system tray(area near the clock). Depending on which Anti-Virus/Firewall program you use, you may need to disable those. Some will block the download of the ActiveX Control for Flash Player in IE.
    Run the Uninstaller and when finished, Reboot(restart) your computer, then run the Installer for IE, When finished, Reboot your computer.
             You can test each browser here and you should see the Flash logo animation and the Flash Player version.

    Previously i was able to go to a website and view videos. I can no longer view my videos. I uninstalled and reinstalled the newest Adobe Flash that is currently out. When i went to play the video it just shows that the video is loading but nothing ever loads. I right clicked and pressed Global Settings and it stated that i do not have Adobe Plug in installed. If i reinstalled Adobe Flash shouldn't the Adobe Plug in have been installed too?

    Why does flash player not work with fcebook?  Whenever I wish to view a video, I get the message that i need to upgrade my flash player. Then no matter how often I download and install flash player I still get the message that I need to upgrade my flash player.  When I go check which version I have, I always get the message that I have the most current one.  I run Mozilla Firefox with Windows.  I don't know anything else.

    This means you don't have the latest version installed.  Update to 11.9.900.117, and Firefox will allow it: Flash Player Plug-in (All other browsers)

    thanks for helping.  I have windows 7, internet explorer.  recently had to replace my hard drive, and compete reinstall of all software so still a few bugs on settings, ect.  not seeing any error messages.  video and uploading pics seemed to be fine until the last week.  not sure what could have changed .  I can still look at PDF ect, I'm not positive its the Adobe that is messed up, but the 2 things I'm having problems with, clicking on and watching video on espn.com and not uploading pics to Facebook, both just does nothing when I try them.  no errors, just black screen where its suppose to play or upload.  the trouble shooting for both sites say make sure to have the latest version of flash player, so thats why I assume something is wrong with Adobe.  when I do the self scan from this site it says I have the latest version.  my settings say the player is enabled

    I finally figured it out. Flash Player had not installed. I had to de-activate Active-X thru the safety tab on the menu bar and then download the Adobe Flash Player and now it's working. I re-activated Active X after I finished installing Flash,. Hope fully everything will keep working fine!

    1. System Preferences >  Flash Player > Advanced >  Delete  All
         Press the "Delete All" button.
         Install Adobe Flash Player.
        http://get.adobe.com/flashplayer/
       Download it first.
       The next step is important.
       Click Safari in the menubar and select “Quit Safari”.
       If it doesn’t quit, Force Quit it.
       Press command + option + esc keys together at the same time. Wait.
       When Force Quit window appears, select the application if not already.
       Press Force Quit button at the bottom of the window. Wait.
       Application will quit.
        Follow the prompts and install it.
        Restart computer. Relaunch Safari.
    2.  Allow  Plug-ins
        Safari > Preferences > Security
        Internet Plug-ins >  "Allow  plug-ins"
        Enable it.

    I too am having extreme difficulty w/ installing the new flash player.  At first I didn't know I had too.  Two days ago I was watching a show on YouTube, and last night it said I needed to install the latest version.
    Windows Vista Home Edition 64 Bit
    Preferred browser Mozilla Foxfire / secondary browser Internet Explorer
    I did all the uninstalls and removed files from the download directory.
    I followed all instructions making sure I chose the appropriate download version for 64 bit.
    Below is what I chose:
    Adobe Flash Player 11.8.800.94 (16.9 MB)
    Your system: Windows 64-bit , English, Firefox
    Do you have a different operating system or browser?
    I downloaded, saved and ran it.  Made sure all Firefox windows were closed including weather network.  Then it stated 'installation complete'.
    I went to YouTube and then it said I had to install the Flash Player.  I did this too.  Still, nothing worked.  I am somehow being forced to upgrade a perfectly good computer?
    I hope this can be resolved.  I read through everyones comments, tried them all and still nothing.

    Surprise to me!!! It worked!!!
    I decided to try for the 87th time and it finally worked.  What I did was (incase someone else wants to try this) well, it worked for me ... thought I did this before ...
    Uninstalled all flash players
    Deleted all flash players from download directory
    Deleted deleted items from garbage bin (you never know)
    Re-started the PC
    Went to YouTube and it prompted me to install a Flash Player - did this and guess what ... it worked!  Only 5 hours in ...
    Now, if I can just figure out how to properly use my new sewing machine hem foot and try to finish measuring (after 8 times) the duvet I am sewing then I will be well on my way!
    They say it comes in three's.  Had mine.  Done !

    The following information would be useful:
    - A direct link to the video / videos where you encountered the crash
    - Your Operating System and Version
    - Your Browser and Version
    - The Version of Flash Player (right-click on Flash content, look in the context menu)
    Do you see the crash in only your preferred browser, or all browsers.  (The Flash Player for Firefox/Safari/Opera, Chrome and Internet Explorer are all significantly different.  Isolating it to one or more browsers is useful in understanding the root cause.)
    Have you tried the video troubleshooting guide?  If so, please detail the steps you took and the results you saw.  This is extremely useful in isolating a root-cause.
    Video playback issues
    If you're encountering the crash in Firefox, a direct link to the crash report would be extremely useful:
    In the address bar, type about:crashes
    You'll see a list of links with random letters and numbers
    Click the first link.  It will take you to a crash report page.  Hit back, and the link will change to start with bp- and a new set of letters and numbers.
    Right-click that link, and choose Copy Link Location.
    Paste it into a reply here.
    Repeat for the first few if you have multiple crashes.
