Probably never as Apple don't want it (http://www.apple.com/hotnews/thoughts-on-flash/) and Adobe have never been able to make a version of flash player that works on iOS (even when Apple helped them for a couple of years or so).
If you want to access flash-based content then browser apps such as Skyfire, iSwifter, Puffin and Photon 'work' on some sites, but judging by their reviews not all sites. Also some websites, especially news sites, have their own apps in the App Store and there is the built-in YouTube app.

Is there a setting that needs to be set to allow the annotation features? I set password protection to open and then password for editing and set it to Any except page extraction, but it still did not give the annotation option

I am in the same boat. I have a $300.00 gift card that I want to put towards a 64 GB Verizon iPad Mini.
The Apple store shows them shipping in 1 week for quite a while now. How is it that Best Buy has none of these for a long time now? I mean they are a retailer of Apple Products Right?

No way to know. Apple has not announced anything about a Second Generation Mini at this time. When they do you can bet it will be posted everywhere.
Personally I'd wait for their customary media event in September, we'll likely hear about it then if its being planned at all.

As well, the Google map apps is a stand-alone App and does not integrate.
The Apple Maps is a foundation app that links/integrates to the other Apple apps and services running on your IPAD as required (ie Find my IPAD). It cannot be removed and so it is always working for you.
I also find the Apple maps satisfactory for my needs.

Nobody here can answer that question... iPad shipments are not keeping up with demand all over the world. Your best bet might be to order it online and just wait for it to come, rather than keep checking in stores.

When ever the power goes out or I restart my iMac the external hard drive that is used for backups by Time Machine is dismounted and all backups are gone. I can reselect it and it will start working again, but I am worried if the iMac hard drive should fail will I be left without a backup ?

It's possible a heavy-duty 3rd-party disk repair app can fix it, but they're expensive (DiskWarrior is about $100), and there's no guarantee it can do it.

It sounds very much like the disk is beginning to fail, although it's possible there's a bad port, cable, connection or power supply (if it has its own).
I'd suggest getting a new one, and using it for your Time Machine backups; once you have a good backup there, reformat the old one (and select Security Options to write zeros to the whole drive -- if that fails, you know the drive is toast). Use it for secondary backups, per FAQ #27. If it has failed, get a second new one for secondary backups.
