I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...

Tap on payment information and add a credit/debit card of your preference then select "done", in the upper right corner
sign out and back into iTunes on the device by going to "settings"> "store" > tap the Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you should be asked to verify your security code for the credit /debit card and NOT the security questions.
At this time you can remove the card by going back in to edit the payment info and selecting "none" as the card type then saving the changes by selecting "done". You should now be able to use your iTunes store credit without answering the security questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

I got a new ipod and because my other one broke but i used the same apple acount. I reedemed my iTunes card and went to by some music but this sucrity thing showed up. It tell me to put in my secerity questions but i can't remember them so i try and try again but can't get them. and i have no idea how to figure them out again so i can buy music. PLEASE HELP ME!!!!

The reset link will only work for the rescue email address that you currently have on your account. If it's wrong (you won't be able to change it until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

Most of the people on these public forums, including myself, are fellow users - you're not talking to iTunes Support here. I've asked the hosts to remove your email addresses and phone number from your post.
If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then try Apple ID Account Security
(Normally I'd also give ringing Apple and talking to the Accounts Security Team as an option, but there doesn't appear to be a number in Saudi Arabia for them : http://support.apple.com/kb/HE57)

If you already have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address set up then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox).
