Format as new phone but maintain data?

Is there a way that I can do a clean install and easily install all of the apps that I currently have? I jailbroke the 3G that I had before and when I got my 4 I restored from the backup from that phone. It seems like some 'jailbrokenness' carried over - push updates don't work for some apps and I have the battery percentage on no matter what.

Yes.....restore your phone as new. Then port over what applications, pictures, etc., you want to put on your phone. Do remember to jot down your passwords and addresses for things like mail and your WiFi password......

Content is permanently tied to the account it is acquired with.
Apple ID's cannot be deleted.
Simply sign out of the undesired account and stop using it. Sign in with the desired account.

The same way they were put on the previous iPhone, sync them.

I have some information for you that can help you troubleshoot this issue a little further. That information can be found right here:
Will not turn on, will not turn on unless connected to power, or unexpected power off
Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
After at least 15 minutes, if:
The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen . Then unplug the phone from power. If it immediately turns off, seek service.
The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.
If the iPhone did not turn on, reset it while connected to the iPhone USB power adapter.
If the display turns on, go to step 4.
If the display remains black, go to next step.
Connect the iPhone to a computer and open iTunes. If iTunes recognizes the iPhone and indicates that it is in recovery mode, attempt to restore the iPhone. If the iPhone doesn't appear in iTunes or if you have difficulties in restoring the iPhone, see this article for further assistance.
If restoring the iPhone resolved the issue, go to step 4. If restoring the iPhone did not solve the issue, seek service.

Why don't you talk to apple and find out if backup exists? That conversation with apple will stop your guessing.

I think you may have the process confused. You do not sync anything to do with the SIM. If you sync your phone via the iTunes process and sync over the email settings, the one thing that does not sync is the password. You need to go into the mail accounts in settings and enter your password. To receive mail, you need to go into the Incoming Mail server settings, to send mail, it is the outgoing or SMTP server. Did you read through the support document that you linked to the forum with?

I understand your frustration.
Fortunately for you, you can make your new phone to work; but to do so, you have to call your Chineese carrier and give them the IMEI number found on the SIM card of your iPhone.
They will then activate it and you will be able to use it.
It's NOT a matter of locked/unloked phone; it's a matter of activating (pairing) a SIM card with a phone !
Just call you Chineese carrier and have them register your SIM card with your new iPhone and you will be back in Business !

The phone answered this for me - when I connected the iPhone5 to my computer it gave me a choice which included "restore from backup". Problem solved
