Forms 6 can't connect to PO 8.1.5 on Win2000

Question

I recently installed Form 6 and PO 8.1.5 on windows 2000. Following advice in this discussion I installed Forms 6 first to DEFAULT_HOME and PO to ORACLE8_HOME. I copied the tnsnames.ora from ORACLE8_HOME to DEFAULT_HOME but I still cannot connect from SQL*Plus from DEFAULT_HOME.
The entry in my tnsnames.ora is as follows:
ORACLE8 =
(DESCRIPTION =
(ADDRESS_LIST =
(ADDRESS = (PROTOCOL = TCP)(HOST = cr318530-a)(PORT = 1521))
(CONNECT_DATA =
(SERVICE_NAME = ORACLE8.WORLD)
What else do I need to do to connect?

When I try to connect from SQL*Plus delivered with 8i it works and the sqlnet.log shows the following info:
(DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(HOST=cr318530-a)(PORT=1521)))(CONNECT_DATA=(SERVICE_NAME=ORACLE8.WORLD)(CID=(PROGRAM=D:\ORAW2K\BIN\SQLPLUSW.EXE)(HOST=CR318530-A) (USER=MD))))
When I try using other tools it fails and the sqlnet.log shows:
(DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=BEQ)(PROGRAM=oracle80)(ARGV0=oracle80ORCL)(ARGS='(DESCRIPTION=(LOCAL=YES)(ADDRESS=(PROTOCOL=beq)))')))(CONNECT_DATA=(SID=ORCL)(CID=(PR OGRAM=D:\golden\GOLDEN32.EXE)(HOST=CR318530-A)(USER=MD))))
I don't know where the client is getting this information from. It used to be in the old tnsnames.ora in d:\orant\net80\admin but that has been replaced by the tnsnames from oracle8i.
