Frequent disconnects reduce speed setting to 0.05 ...

My first post here.  We moved house earlier this year and the propery had never been connected to broadband.  Since we got broadband connected in our new property in mid May, we have had wild fluctuations in speed, from close to 1 meg down to 0.05 meg, and sometimes no connection at all.  We were on a dax line, so a new one had to be routed from the exchange, which resulted in a poor phone line with lots of noise and crosstalk.  Every time I used the phone, I could hear other peoples phone conversations, and I guess they could hear mine.  Broadband was unreliable as you would expect.  After several weeks, the line problem was fixed - apparently an underground box crushed by a heavy vehicle - but although the phone line is now ok - I have done the silent test - our broadband speed wil now not get above 0.12 meg.  I have left the HH3 router switched on and monitored the uptime, only to find that it is disconnecting several times a day, often overnight when it is not being used.  The HH3 is always plugged either into the test socket or the dual port filtered cover that the engineer recently fitted.  The speedtests are done using an ethernet cable.  I have noticed that the disconnections seem to coincide with rainy weather and have mentioned this to BT, but they insist the the line is good and the issue is caused by our distance from the exchange - 5.9km.  I am lead to believe that we should expect 1 meg if under 6km, and have acheived 1.15 meg when we were first connected, but BT have now washed their hands of the case and said that we will have to put up with a connection speed of 0.05 to 0.12 meg!  They insist that there is no fault, but if the connection is dropping at those slow speeds, I say that there must be a fault.  I would appreciate your opinions.
