Frustrated with iTunes declining all of my payment methods when valid

This is the 2nd time this has happened in 4 months. iTunes is declining my valid credit card payments for purchases regardless of what I am using (my usual AMEX, my Visa, my Pay Pal) and I hate the fact that their is no live person I can speak or chat with regarding this issue. I have sent off an email request for help via their "express lane," and I feel that this has to do with the fact that I purchase via my iPad at times. Does anyone have experience with this problem and/or solutions.

Funny you should mention it. I just bought an iPod and through iTunes I created an account and chose PayPal for payment method. Went through all the screens until I was verified (don't remember the exact verbiage, but i was done) and hit "continue" which began an endless loop of selecting payment method. Ask me how many times I filled out the pmt method screen. I wanted to try out "Genius" and also wanted to try an applet for the iPod. Nope. Makes me regret ever having bought the bloody thing. I wonder how far the iPod can fly through the air if thrown like a frisbee...

    I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
    This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card.

    P.S -I have not taken any backup of those photos. So please suggest any software or any other method.

    If those photos were part of the camera roll, they were part of the backup as well and you can restore from the latest backup you made on the old computer. After that transfer the photos to the new PC, follow this article: iOS: Importing personal photos and videos from iOS devices to your computer
    Then sync again to the new one, which will erase the phone again.
    You can also try to copy the backup folder from the old computer to the new one and see if the old backups get recognized, check this article to find the location on your PC:
    Create and delete iPhone, iPad, and iPod touch backups in iTunes
    If the photos were not taken with the phone, your data is gone, photos you sync from iTunes to the phone are not included in the backup.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    If you have been previously using iCloud with your old phone, then when you login to your iCloud account with your new phone all the data from the services you were using will be added to your new phone.

    I have an iPad and an iPod,I am 15 years old so my uncle gave me his credit card,everything was awesome,I have been buying stuff free and paid for years and recently I have been receiving this problem "Payment method declined.Please change your payment method" .. Whenever I wan't to download an app either it is for money or free or even when I want to update an app that I have already downloaded a message saying "sign in required" I put my password again and the a message appears "there was a problem with the previous purchase,please update your payment information" I update the information and I am sure that the credit card is all good and filled,and I enter the information right even though the only bar empty was the Security code,anyway when I finish everything I tap done,but then it tells me "Payment method declined.Please change your payment method",I did everything,log out log in,waiting,trying over and over,but it didn't work,this problem happened a long time ago but unlikely it was fixed two days later,now I am facing this problem and I don't know how to fix it.I have seen lots of other threads that discuss this problem,but my problem is that I live in Jordan-Middle East,which is a problem because as one said was the solution is to change the credit to "none" and then return it back,I can't do that,because for some reason there is no "none" option in the page displayed,and for the other one who said to enter from store.apple.com and enter the billing information again,that won't work for me either because I can't find except "apple.com/us" >:(, I can't log in to my account in jordan while there's nothing but us app store on PC.
    For god's sake someone help me out,I am really ****** off of this,I can't find a way to even send an email to apple .. can anybody help? it will be appreciated a lot..     We are users like you. There is nothing we can do about the credit card. Call the credit card company and ask them why the purchases have been decined. They will know for sure and will be able to tell you. Wait, it is not your credit card. Who ever is the account holder will need to call the credit card company.

    Download/install an app is a know possible solution.
    3. Install another app from the App Store
    If all user-installed apps are not launching, it could be an Apple ID authorization issue. Download and install an app that isn't already installed on your device to reset this information.
    Note: If you have installed apps using multiple Apple ID accounts, you may need to perform this step for each account.

    Type in the three digit code from the back of your credit/debit card to update your payment method/information. I had the same "security code invalid" response today... this is all it wanted me to do.

    If you are using XP, and you went through the procedure at the bottom of the previously linked document to change the iPod's assigned drive letter, and you also tried putting it into Disk Mode... 
    If you have not already, try shutting down your computer and disconnecting all USB devices, including hub.  Start up with only standard keyboard and mouse connected.  Just to be safe, put the iPod into Disk Mode again

    Run iTunes.  Connect iPod to a direct USB port on computer.  iTunes may prompt you about "recovery" and ask you to do a Restore.  Try to do a Restore again.

    Yup, I'm a Kiwi, living in sunny Blenheim. Just seems odd that I can use Amex for purchasing in the Apple store but not in the iTunes store. Perhaps the higher charge set by Amex is not  economic for small purchases? Anyway,
    I know now what to do now - buy an iTunes gift card and enter the activation code to redeem and sign up. Sorted! Thanks Kappy for taking an interest in my query.

    The first thing that has to be done with a new iPad is to activate it via iTunes. What version of iTunes, and what spec computer, have you got ? The iPad's minimum requirements are (from http://www.apple.com/ipad/specs/)  :
