GarageBand only compatible with iOS 8?

I recently bought an iPhone 4 and updated it to iOS 7.1.2, and when I try to purchase GarageBand on the app store, it tells me "This application requires iOS 8.0 or later. You must update to iOS 8.0 in order to download and use this application." Where can I find the option to download an older version of the app? I know there are people who can still use GarageBand on their iPhone 4, so I must be experiencing some sort of bug.
Otherwise, why would apple discontinue an app on older devices? And moreso, why would they say that they updated it to add "support for iOS 8" if they were requiring everyone to have the newest devices and operating systems to use it? That seems like a very underhanded trick to me, so I hope I am only experiencing an error.

Yes, the work-around with buying in iTunes on a mac should do it.

There must have been a mistake, if a minor compatibility update from 2.0.2 to 2.0.3 rendered the app incompatible with iOS 7 and now prevents purchasing.  iPhoto users will not want to upgrade to iOS8, because the app has been discontinued.

    Nothing.  The 2nd Gen Touch is OBSOLETE and is WAY past its support life.  If you want to run the newer apps you have to buy a newer iPod.

    The new version of GarageBand is only compatible with 10.9 and above.
    If your Mac can run MacOS X 10.6.8, it probably can be upgraded to Yosemite, if you don't have to stick to Snowleopard for other reasons.

    Amazon or eBay are still selling iLife '11 installer disks, and you could reinstall GarageBand from these DVDs. But it will be expensive.
    Have you checked your backups, if you can restore GarageBand from a backup?

    Sometimes the AppleStore Support will replace missing installer CDs for a fee.

    What you need to do is temporarily set up your new 4. Just long enough to update the operating system. Then you can erase all content and settings - which puts it back to its out of box state, then set it up again, this time restoring it from the backup of your two.
    So, using the same Apple ID on both - just to keep things easy - set up your 4. Just basically choose 'set up as new' to activate it, then immediately update the iOS to 7.1.2.

    Then set it up again, this time choosing to 'restore from the backup' of your 2 and your 4 will be a near clone of your two.

    An iPad 2 only got a few of the new things for iOS7 and even less for iOS8.
    While iOS8 is compatible with an iPad2, it does seem to push the limits of that device's hardware specs.
    Some have said here that their iPad2 is working better now, others still complain that they have a brick.
    My iPad2 us is on iOS7 and that's where it's going to stay. It works fine now, I don't need new apps so I won't run into the 'must have 8 to run' issue
    I'm sticking with my 'sure bet' of a device that functions the way I want it to not gambling on the unknown of performance issues with iOS8

    It would help if you give us the exact model JVC camcorder you have.
    That said, nearly all miniDV camcorders (including JVC miniDV cams) transfer video via Firewire (aka iLink or IEEE 1394), not USB.   And no drivers are required, at least not on a Mac.  If you have a more recent Mac that has a Thunderbolt port (no Firewire port), you can use an Apple Thunderbolt-Firewire adapter to connect your camcorder to your Mac (although you may also need a 4-pin to 9-pin FW cable).
    Also, on miniDV camcorders that have both Firewire and USB connections, the USB connection is almost exclusively reserved for transferring still photos from the memory card in the camcorder, not video from the miniDV cassettes.
