Garbled: no more CD-eject, speakers etc. control (now only with Fn-key)

Question

Hi. The default behaviour of my function keys is gone (CD-eject, speakers control, num lock, etc.). I can achieve such functionality now only when pressing the Fn-key in addition to the usual keys.
What I tried so far to fix this problem:
1) zap PRAM via cmd-opt-p-r at startup until there were several chimes: didn't help
2) clear NVRAM via cmd-opt-n-v at startup: didn't help
3) reset Power Manager via ctl-cmd-shift-power for around 10 seconds until there was chime while computer off: didn't help
4) enter Open Firmware at startup via cmd-opt-o-f, at the prompt entering "reset-nvram" followed by "set-defaults" followed by "reset-all": didn't help
I also tried to solve the problem by re-installing Mac OS X but also this didn't help. BTW prior to re-installing Mac OS X I erased the complete HD via Disk Utility.
The garbled Mac is my iBook G3 700.

Yes, of course, many thanks. So, probably I am on the wrong track? Just to resume:
Issue:
Reset all (really all) to factory settings. In particular the keyboard. (I would expect that this should have solved my original Fn-key problem)
What I did so far (part 1):
Step 1) zap PRAM (cmd-opt-p-r at startup until there were several chimes)
Step 2) clear NVRAM (cmd-opt-n-v at startup)
Step 3) reset PMU (ctl-cmd-shift-power for around 10 seconds until there was chime while computer off)---BTW I also tried to do the same key combination with the Fn-key pressed (reason: my Fn-key worked the opposite, my original problem) but in this case the computer just booted
Step 4) reset NVRAM from Open Firmware prompt (enter Open Firmware at startup via cmd-opt-o-f, at the prompt entering "reset-nvram" followed by "set-defaults" followed by "reset-all")
Step 5) re-install OS 10.2 Jaguar only, before that erasing the hard disk
Step 6) repeat steps 1 to 4
Result:
No success, keyboard still not set to factory defaults, i.e. Fn-key still working opposite to the default.
What I did so far (part 2):
Step 7) from the Software Restore CDs additionally install OS 9
Step 8) trying to boot into OS 9 but fail to do so since I forgot to tick the respective OS 9 option in Disk Utility whilst erasing the hard disk in step 5 (instead: flashing questionmark at startup)
Step 9) repeat steps 1 to 4
Step 10) force boot into OS X, there setting startup volume back to OS X
Result:
Suddenly Fn-key working again as it should, original problem solved. (accidentially)
So the remaining questions are:
a) Where does the iBook G3 700 store the keyboard information? (in particular the Fn-key's behaviour---PMU or PRAM/NVRAM can't be since resetting didn't work, see above)
b) Which is the usual way to reset the keyboard to factory defaults? (obviously cannot be the steps above)
c) Which other information cannot be reset by means of steps 1 to 6? (I suspect the Fn-key isn't the only one)
d) All-in-all: How can I reset all (really all!!!!) to factory settings????
