Get metadata and procedure

Question

Hi all. I have a problem when do this statement as oper(oper - is a user name)
select DBMS_METADATA.GET_DDL('TABLE','TEST2','ORAUSER') from dual;
I am getting a ddl
but when I run this procedure as oper
create or replace procedure oper.testProc as
ddl clob;
begin
select DBMS_METADATA.GET_DDL('TABLE','TEST2','ORAUSER') into ddl from dual;
end;
begin
oper.testProc;
end;
ORA-31603: object "TEST2" of type TABLE not found in schema "ORAUSER"
why?

Ok I reproduced your issue.We are creating a fresh user,Test1 and trying to do the same over Scott user.
SQL> create user test identified by test;
create user test identified by test
ERROR at line 1:
ORA-01920: user name 'TEST' conflicts with another user or role name
SQL> create user test1 identified by test1
  2  /
User created.
SQL> grant create session ,create procedure to test1;
Grant succeeded.
SQL> conn scott/tiger
Connected.
SQL> grant select on emp to test1;
Grant succeeded.
SQL> conn test/test1
ERROR:
ORA-01017: invalid username/password; logon denied
Warning: You are no longer connected to ORACLE.
SQL> conn test1/test1
Connected.
SQL> conn / as sysdba
Connected.
SQL> grant execute on dbms_metadata to test1;
Grant succeeded.
SQL> conn test1/test1
Connected.
SQL> select dbms_metadata.get_ddl('TABLE','EMP','SCOTT') FROM DUAL;
ERROR:
ORA-31603: object "EMP" of type TABLE not found in schema "SCOTT"

SQL>And the solution is grant the user, select_catalog_role. Though this is a security threat but this wold be needed. Please look at this thread for the same kinda topic.
