Getting contacts back without activation-iPhone 3g

I am unable to restore my contacts because I recently switched companies I work for and don't have current phone service. I backed up my contacts in iTunes before the service went dead. So in order to try and get the contacts back I did a restore. I am dead in the water because in order to complete the reload from a previous backup you must have phone service. I backed up in order to try the retore so the SIM card is blank. It is not a software nor hardware issue, I simply want my contacts back. Is there a way to get them back without signing up for a new plan or hacking the phone?

Contacts are designed to be synced with a supported application on your computer. Did you have an Exchange account with your previous employer and you were syncing iPhone contacts over the air with your Exchange account?
If not, with XP you can sync contacts direct via the iTunes sync process with Outlook 2003 or 2007 along with calendar events, or with the address book used by Outlook Express.
With a non-activated iPhone, as long as the no longer activated SIM card remains inserted in the iPhone - the SIM card that was used with the iPhone when the iPhone was activated, you should be able to install a firmware update or restore the iPhone with iTunes if needed or wanted. I do this with my no longer activated first generation iPhone.

    Unfortunately you can't.  You could try contacting Apple and asking nicely, but they're under no obligation to help you.  If you can wait until fall*, when iCloud is officially launched alongside iOS 5, you can probably download them all again then.
    The small print at the bottom of http://www.apple.com/au/icloud/ says "some music features of iCloud are available in beta now in the U.S. only"
    I can't find anything which guarantees it will work outside the US after the beta, but it probably will.  iTunes Match is definitely US only, for a couple of years at least until the legal stuff is dealt with.

    Download the free app My Contacts Backup and use it to back up the contacts on your device now (it will back them up as an attachment to an email that you send to yourself).  Then restore your device to your most recent backup to see if it will recover your contacts.  If not, if necessary you can open the email and tap the attachment to re-import the contacts you have now back to your device.
    If you need to restore to an iCloud backup this has to be done in the initial setup process, which requires you to first erase your device.  If you have any more recent data on your device now that is not in the backup that you want to save you'll need to do that first.  Then go to Settings>General>Reset and tap Erase All Content and Settings.  You will then go through the setup screens on your device, and when given the option, choose Restore from iCloud Backup (see image below).  Be sure you are connected to wifi and your charger as this will take some time to finish.

    Now I just upgraded to the 4.0 software and it has wiped all of my music from my iPhone except what I purchased on my iPhone that day. I have some of my music backed up on a harddrive, but there seems to be loads of albums missing still (I have all the receipts emailed to me).
    Is there not a button that tells you which things you have purchased in iTunes so can just redownload them for free? It wants me to pay again when I have tried!
    This is not fair! I don't understand why it wipes my iPhone every time I update the software. Please someone help me find my music and get it back on my iPhone?

    Did you back up your purchases before you you reinstalled your system? If you erased your drive then the purchases will have been erased along with everything else. If you didn't make a back-up of your purchases to restore from (as you are advised to do) then I'm sorry to say that the policy on lost purchases is that you have to pay to download them again:

    You could try contacting the iTunes Music Store Customer Service and you might be able to persuade them to sanction a second free download.     If you bought them on your iPad then you will need to connect your iPad to your computer's iTunes and do File > Devices > Transfer Purchases to copy them over to the Tones part of your computer's iTunes library and you can then sync them to your iPhone - ringtones are a one-time only download, so you won't be able to redownload them directly on your phone.

    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
    You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

    If you do not have the contacts accessible on a computer, iOS device or service like iCloud then they are gone unless you can get them from your school's IT department.

    Was the content not synced with a computer previously?  If it was, simply re-sync with that computer.
    Syncing an iDevice to a new computer will do exactly what you describe above as this is not the way to move content to a new computer.
