Getting error while installing/configuring ebs 12.1.3 Oracle VM Templates

Question

Hi,
I am trying to configure a 12.1.3 ebs instance using the Oracle supplied ebs 12.1.3 templates.
While configuring the db tier, I am getting the errors as following
1) Error in addlnctl.txt
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=ebsdb32.pg.com)(PORT=1521)))
TNS-12541: TNS:no listener
TNS-12560: TNS:protocol adapter error
TNS-00511: No listener
Linux Error: 111: Connection refused
2) Error in ApplyDBTier_12281941.log
ADX Database Utility
getConnectionUsingAppsJDBCConnector() -->
APPS_JDBC_URL='null'
Trying to get connection using SID based connect descriptor
getConnection() -->
sDbHost : ebsdb32
sDbDomain : pg.com
sDbPort : 1521
sDbSid : PROD
sDbUser : apps
Trying to connect using SID...
getConnectionUsingSID() -->
JDBC URL: jdbc:oracle:thin:@ebsdb32.pg.com:1521:PROD
Exception occurred: java.sql.SQLException: ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
Linux Error: 2: No such file or directory
Can you please help me to resolve the issue.... Also attaching the log files at the following location...

Linux Error: 2: No such file or directory
Database is not running, Login to DB Tier, then Check the database is up and running.
try to bring up database
1) set oracle home
export ORACLE_HOME=oracle home location
2) set oracle sid
export ORACLE_SID=your database sid.
3) then start the database
sqlplus '/as sysdba'
startup
Past here information.
ps -ef|grep smon
then try to run script
