One kid - Johnny - had a 40$ itunes card
Other kid - Sarah - had a 15$ itunes card
They accidentally switched cards - Sarah redeemed the 40$ card.
Can she Gift Johnny 25$?
Will the money come out of her itunes account or from the credit card?

iTunes credits are, for example, if you download a song from the store and it's found to be corrupt - if the track can't be fixed then iTunes support will tend to give you a song credit for a free download.
When you purchase music from the store then any credits that you have will be used first, then any balance that you have (e.g. from iTunes gift cards or allowances), and any remaining amount will be taken from your credit card.

No, it wil be charged to the credit card that you have on your account - you can't use your account's balance for gifting

You likely have them in both the On My Mac account and the iCloud account. I deleted all from my On My Mac account except the ones I didn't want iClouded. Did the opposite on the iCloud account.

It is possible you accidently added these songs to it. Even though the Purchased playlist is kind of a smart playlist you can still drag and drop songs from your library into it.

In order to take the credit card off of the account, you will need to open the iTunes program on your computer, pick the option for store from the left, and then pick account from the right under quick links. In the account you should be able to change credit card type to 'none' and/or add a gift card.
If you are doing this from iphone, ipad, or ipod touch, it will be under settings > store

Thanks for the question. The duplicate charges you see may actually be authorization holds. To review the actual charges on your account, you can see your iTunes Purchase history as outlined by this resource:

You can buy an itunes gift card and redeem it to your account and then buy whatever is available to your iTunes region.

I would say let him fess up and give him a chance to mend his ways, but there is at least one app that goes for $900 (according to another poster's request for a refund). You may end up $1000+ deeper gone.
Change the account number which will close the current links and freeze/prevent charges under the old number. As I understand it Apple gets grumpy when charges get rejected, and you need to jump through hoops to get a payment method reattached.
