GPP on windows 8 blow up trying to set ie proxy error 1058

works on windows 7 but now under windows 8 I get. it was wronging yesterday. even if I try to push down locking the toolbar I get the same error.

a) Name Resolution/Network Connectivity to the current domain controller.
b) File Replication Service Latency (a file created on another domain controller
 has not replicated to the current domain controller).
c) The Distributed File System (DFS) client has been disabled.

Repair sysvol replication - it is broken.
