Had Elements 9 on previous laptop using Win7 but new laptop using Win8 does not load my original disc; as now using  Lightroom 5 and only need Layers in 9 so12 not necessary

my current laptop uses Win 8  I have tried to instal my Elements 9 Disc that I used on previous laptop using Win 7, but am not having any success!
I am using Lightroom 5 but feel I could use the layers facility in 9 and without going for 12.  Can anyone help?  Adobe say they do not support 9!
