Had to re-install iTunes. Get so far, then I get an error message

I was prompted to upgrade iTunes to the new version 11.1.4. In doing so, I was getting an error message that it installed improperly, and received another dialogue box telling me to re-install iTunes. So, I un-installed it, and tried re-installing. It seems to go so far, and then I get an error message that says ...
Service 'Apple Mobile Device' failed to start. Verify you have sufficient privileges to start system services.
Then it gives me three options to Abort, Retry, and Ignore.
The Retry and Ignore simply takes me back to the same message above.
Help please. Now I have nothing.

I also have this problem with getting photos from IPad to PC after having to re-install my PC.  I am also afraid I will lose all my photos.  I can only syn the Camera Roll photos, but have a lot more in other folders on my iPad.  Cannot get them to the PC.

    The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it, which is often a good starting point unless the symptoms indicate a more specific approach.   • When connecting my iPhone or iPod touch to my laptop to update software, the software downloads to my laptop but when it goes to install I get an error message that says network timed out.  Any advice here please?

    For the past 2-3 months everytime I connect my iPhone or iPod touch to my laptop to update the software through itunes I have issues.  I have tried download and install option and the download only option.  When the progress bar gets to 100 % downloading and switches to start to install I get an error message that says something like connection issue/timed out/network something.  My internet is working so what am I doing wrong when I didn't used to have this problem?

    I've been getting timed out for 2 days now, what finally worked for me was not plugging the phone into the computer and just doing the update through my wifi, worked perfectly, took less than 15 minutes

    Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
    Or this - Delete the account in Mail and then set it up again. Settings->Mail, Contacts, Calendars -> Accounts   Tap on the Account, then on the red button that says Remove Account.

    If you can't install Windows 7 or higher or get a new computer with Windows 7 or higher, you won't be able to run Photoshop Elements 13.

    Can you browse the Time Machine drive from Finder?
    If you can and you know where the picture was stored ie on your desktop you can browse through the folder structure to the picture copy it and paste it somewhere on your new install before right clicking it and 'set as desktop background'
