Hang problem in oracle8

Question

Friends ,
I got a strange prob in oracle 8 (ver : 8.1.7.0.0) in windows 2003 platform . It occurs from last 2 days .The problem is when I execute any commands it makes hang . Like :
1)
SQL> select username from dba_users where username='LIVA';
USERNAME
LIVA
SQL> drop user liva cascade;
It makes hang here for a lot of time and command does not executed
2)
SVRMGR> create tablespace user02 datafile 'E:\oracle\oradata\regs\user02.dbf' size 400M;
here also it hangs and not executed .
3)
Also when I want to export whole database then it make hangs during exporting the "XX_M_PREREGS_BUFF" table for a lot of time ....

In the above every cases I need to run "shutdown abort" and start the database again . I cannot do anything here . I also increase the RAM size as well as the db_buffer, redo_buffer using pfile but the problem is not solved.
SVRMGR> show sga

Variable Size 104255488 bytes
Database Buffers 262144000 bytes
Redo Buffers 77824 bytes
Another issue , During hang , it shows no error in alert log . Only when I want to create a tablespace user02 then it shows the following error in alert log :
"create tablespace users02 datafile 'E:\oracle\oradata\regs\users02.dbf' size 400M

What should I need to do now , plz advice ?

I have to try it in wondows 2000 xp , but the problem is not solved .
Regarding v$sessin_wait ,
After startup the database the output of v$session_wait is :
