Have Elements 10 installed and want to install Elements 12. Should this be a clean install or, install over Elements 10?

I presently have Elements 10 installed on PC running Windows 7 and want to install Elements 12.
Should I first remove version 10 then install version 12? Or, does it matter?

It doesn't matter whether you unistall it or not because PSE12 will install in its own folder and you will have access to both versions on the machine. In fact, it is a good idea to keep both versions for a short perioid until you get used to the new software. PSE12 has changed a lot from PSE10 in terms of look and feel.

You install PPro to then install the bundled Encore, but you do not need PPro to run Encore (but be VERY careful if you try to uninstall Premiere Pro, that you do not also uninstall Encore)

Well, Tiger is OSX version 10.4 In addition there are sub-versions such as 10.4.2, 10.4.6, up to the latest sub version 10.4.11 (note, that is an eleven at the end). The information you report doesn't really fit into this pattern so we need to determine what exactly it is that you have installed.
Jumping ahead, if by "1.5" you really mean "10.5" that isn't Tiger at all but Leopard. To get that on your computer you will have to purchase a retail (discs black in color) installer set of Leopard from Apple online, from a retailer near you, or used. If you buy used make certain it is the black retail set of discs, not gray ones as those will not install on your computer.
One other thing added in edit. You say, "I have G4 Tiger and want to install PPC G5 1.5 GHz" A G4 is one kind of computer, a G5 is another. I think at this stage it would help greatly to determine what exactly it is you have since that will affect what kind of systems you can run. Go to the apple in the upper left hand corner of your screen. Select "About this Mac" then "more info" Copy and paste the information in a reply but remove the serial number. For some reason the Apple servers are having an issue retaining the bank card's CVV code (three digit security code) in the payment method area. Every time I run into an issue, whether in the iTunes Store or the Mac App Store, when I check my account info the CVV code has been missing every time!
Try resolving the problem from iTunes, you have more access to your account details in iTunes. Sometimes it seems that when there is a problem with incorrect or incomplete information regarding your method of payment the Mac App Store's warnings get confusing.
Open iTunes, enter the iTunes Store, then log in and review your account information. Make sure that the billing address is correct and that if needed, the CVV code, the three digit security code from your bank card, is correct. On your way out reset the notifications.

If you have OS X 10.6.8 as you state you can not get iphoto form the App store - you must have Yosemite OS X 10.10. installed to download iphoto 9.6 from the App store
If Nothing happens then you need to contact App store support - link is on the right of the App store window

The article shows how to find your current profile folder, you will need to find the equivalent folder on the old drive, the path to the current profile folder should show you where to look on the old HD for the old profile folder. You need to purchase iLife 11 from the online Apple Store: iLife '11 - Apple Store (U.S.). iWeb has been discontinued so as long as supplies last you can get it.
It is now confirmed that iWeb, and iDVD, has been discontinued by Apple. This is evidenced by the fact that new Macs are shipping with iLife 11 installed but without iWeb and iDVD.
On June 30, 2012 MobileMe will be shutdown. However, iWeb will still continue to work but without the following:
Features No Longer Available Once MobileMe is Discontinued:
◼ Password protection
◼ Blog and photo comments
◼ Blog search
◼ Hit counter
◼ MobileMe Gallery
All of these features can be replaced with 3rd party options.
I found that if I published my site to a folder on my hard drive and then uploaded with a 3rd party FTP client subscriptions to slideshows and the RSS feed were broken. If I published directly from iWeb to the FPT server those two features continued to work correctly.
There's another problem and that's with iWeb's popup slideshows. Once the MMe servers are no longer online the popup slideshow buttons will not display their images.

However, Roddy McKay and I have figured out a way to modify existing sites with those slideshows and iWeb itself so that those images will display as expected once MobileMe servers are gone. How to is described in this tutorial: #26 - How to Modify iWeb So Popup Slideshows Will Work After MobileMe is Discontinued.
In addition the iLife suite of applications offered on disc is now a discontinued product and the remaining supported iApps will only be available thru the App Store from now on.
HOWEVER, the iLife 11 boxed version that is still available at the online Apple Store (Store button at the top of the page) and those copies still on the shelves of retailers will include iWeb and iDVD.

You can install up to 6 GBs of RAM. You have two RAM slots so you could max out the machine by installing one 2 GB module and one 4 GB module. The largest supported module is 4 GBs, but you could use only one. Best memory performance would be attained by installing two 2 GB modules to provide 4 GBs of RAM. Installing two matching modules implements dual-channel memory that will provide a small increase in memory speed.
Sorry for my memory: Good places for RAM are OWC and DataMem. You do not have to use Hynix RAM. Any RAM will be fine as long as it meets the computer's requirements which are outlined in the section of your use manual for adding memory.

I have Nikon 1J1 and I took pictures in Raw. When I went open file from my Adobe Elements 9 it said it cant open this file. Can someone tell he why and how to fix this? Do I need an update?

The only update you could do is updating to pse 10.
You could however use the 7.1 DNG Converter to convert your raw files to dng copies which will then open in pse 9.
