Have to buy an app again

I've bought an app but the itunes store doesn't work proportly so i deleated itunes and a few library files. I've reinstalled it again and now it works but i have to buy that app again. Can somebody help me?

An app made to run on your iPhone is made to run in iOS.  It simply will not run in OS X or any other operating system.  So you cannot run any of your iOS apps on your computer, be it Mac or Windows or Linux.
If this is an app like Apple's own Pages or Numbers, then yes, the versions for the different operating systems are separate purchases.
