Have to re-install windows.  My version of Lightroom 5 is an upgrade going all the way back to version 2.  Can I re-install version 5 without having an older version  installed?

Yes, definitely.
Installing older, unnecessary versions simply to install the version 5 upgrade would be a waste of everybody's time and your hard drive space.
Just download and install Lightroom 5.6
Adobe - Lightroom : For Windows : Adobe Photoshop Lightroom 5.6
Enter your Lightroom 5 serial number then enter the serial number for the latest version of Lightroom that you own prior to that (e.g. Lightroom 4 or 3 or 2).
