Hello can i create accounts in another countries with foreign credit cards?

Hi im making a developer apple ID so i can create and sell apps in the app store (obviously) but i'd like to know if i can make a developer account for say the US app store with a credit card not issued in that country is that possible?

AFAIK the Developer Account is valid worldwide so you can open it using any credit card, your apps, after they're approved by Apple, they're publish in every country where a iOS App Store exists.

And to check which countries have an App Store open iTunes (on your Mac), go to the App Store and scroll all the way down, at the bottom there is a flag with your country, click on that to see all the countries where your Apps are published.

This would be something you would need to address with your credit card company. Apple cannot tell you who else might have used your card nor what purchases they might have made. Call your credit card company and report the charges as fraudulent. You'll probably need to have them cancel your existing card and issue you a new one.

I´ve already created the ID, but I´m not allowed downloading apps without reviewing mi ID in the iTunes store. The problem is that while I`m reviewing my account, I´m asked to give a credit card number, etc. there is not another option, at least in the window that appears to me. The thing is that I don’t have a credit card.

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free content without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

If i try to download a free app, my iPad asks me to choose a payment methood, but there is a Visa, Mastercard and Discover option with no "none" option.

You can create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps

probably not as it will know the card isnot registered in the US and may even charge you for postage. could you not get it from your country? I maybe cheaper (with the exchange rate) and quicker for delivery

I'm having the same issue on an iMac (also running 10.9). It happens when trying to create any of the "Projects" that iPhoto offers (book, calendar, or card). I just get a frozen loading image, and then iPhoto becomes unresponsive.
I've tried everything I can think of to fix it. I restarted the computer, deleted the iPhoto preference files, and even deleted the application and reinstalled it from the Mac App Store. No luck. I also tried creating an empty library and the problem happened there too. Anyone have any ideas?

Not sure why you are asking but yes, of course you can use the cellular 3G connection abroad.
If you are living in the US and plan to use the iPad overseas, then it will cost you. Be sure to understand your operator's roaming policy and costs.
If on the other hand you are living overseas and plan to buy an iPad in the US and use it overseas with a GSM operator in your home territory, then again, yes it will work. But not that the warranty will NOT be valid. If anything goes wrong, you will have to physically transport the iPad to the US for any warranty claim.
