What version of Photoshop? What version operating system are you using and what error message do you get when you attempt to activate?
What I should ask, is it a laptop? You can go to a wifi cafe or any hotspot and activate through the Internet that way.

Remember, any purchased item from the itunes store is forever associated with the Apple ID used to buy it. So when you get prompted for an ID/password and it doesn't accept it, then you are using the wrong ID.
Go to Settings>iTunes and App Stores, be sure it's logged into the ID you have set on the iphone (since that one seems to be connecting with the right ID). If you've done this, then you might wait a bit to see if the "cannot connect to .. store" message has to do with internet connections.

The previous owner has not given you the correct ID and password for you to use.

Careless? Possible, but unlikely. Most likely the phone was stolen from the first owner. It would be a VERY careless iPhone owner who did not erase their personal information from a phone before selling it, and to do that it is necessary to disable Activation Lock. If you restored to factory settings/new iPod via iTunes (Not via Settings>General>Reset>Erase all Content and Setting) and still have the problem that indicates a hardware problem.

iTunes or iCloud? If it is iTunes, then it has an encryption password on it, and you won't be able to get the backup without the password. If it is iCloud, it would be your Apple ID password.

I use exchange and no settings have been changed. Also siri forgets who I am once every two weeks or so and she will only remember my wife's association. Further, in the last two weeks if I asked her to email someone. She will initiate a telephone call. If is say "NO" she initiates a sms and a multitude of other intermittent problems.
I have performed a master reset and reloaded from a back up before the trouple started and the problem still exists. The problem is on the Siri side and not in my phone as they also show there ugly face on my I pad 4 synced with the cloud for contact info.
Perhaps Siri is aware that I got an Samsung Note 10.1 for Christmas. It is about the right timing.
P's. Have you tried location reminders? That fix does not work either.
