When the battery of my iPad mini is completely dead, is it normal that when I plug it to the power turns on by itself?

Unfortunately, your iPad is locked to another account. Unless the original party provides you with the password, then you will not be able to unlock the iPad. Apple will not provide you with the password, that is their rules. Either you return the iPad or find the original owner who probably won't give you the password either, but you can ask.

Help setting up ipad minis for our two kids.

We purchased ipad minis for my two kids this Christmas (ages 6 & 8). I have been working on setting them up so they are ready to use. I created gmail accounts and Apple ID accounts to use for messaging and FaceTime only. I put restrictions so they can not use email, Facebook, Twitter, Safari, etc. I plan on using a kid friendly browsing such as Mobicip. The part I am getting hung up is being able to put certain things on their iPads from my wife's iTunes account. We have decided to use her account to sync with their new iPads. Obviously, the kids will not have access to her password on iTunes. She has very few game apps on her ipad. I would like to add fun appropriate kid games to her iTunes account to sync to their iPads, but not my wife's. The same thing with iBooks and music. Some of my wife's books are not kid appropriate. I know you can create playlists to share music. What is the best way to go about setting up iTunes? Any other things I am forgetting to keep inappropriate material from curious kids.

Try restarting the iPad by holding down the on/off and the home buttons at the same time until you see the Apple logo.

I know this is probably a really DUMB question, but my son bought me a WiFi only iPad mini for Christmas...LOVE it...but I really wish he would've gotten me the one w/4G! After months, I got a iPad mini at my job that was to someone that never came back to claim it. Disabled, I've been able to restore it, althought it is asking the ID of the person that had it, and can't put mine since it ask the the other person's ID to activate it.. No, there isn’t. The activation lock is an anti-theft measure; Apple won’t remove it for anyone other than the original owner(assuming they’re alive.)

As you should know, being a developer, iOS7 beta is not available for any iPads yet. I think that as a develolper, you will be contacted by Apple when the beta is available.
Oh, if you are not a paid developer, don't install it - it will brick your device and you'll have to wait until fall when the general release is made.

HELP SECOND HAND IPAD MINI

I just bought a second hand ipad mini and previous owner did not remove their info. How can I factory reset? I know there has to be a way around this. Whether it be via apple or a hack. I have a receipt to provide for proof of purchase

It's my feeling that many users are simply unaware of the required process when selling or giving away the device, or what to check for when purchasing a used device. This is critical now due to iOS 7's Activation Lock. Under iOS 6, it was not a big deal but now it is. Something needs to be done...this issue comes up WAY too often and I'll bet that many of the instances involve actual true, valid purchases of used devices and not just those that may have been stolen (or otherwise).
I notice that Best Buy now has this process clearly stated when going through the online trade-in process, even if you're just checking on the value of a device.
