Help (F1) function not working

Acrobat 9.0:  Trying to use the in-software help, I get only a basic introductory web page.  No real contents or searchable help.
Is this normal, or is it broken.  How to fix it?  ("repair acrobat" from the help menu did not fix it.)

I have been having this same issue with Acrobat X on our network and we are getting ready to roll it out to 2000 users.
I contacted Adobe Support but they weren't really of any help so I sent a bug report yesterday.  By the time I came to work today, I had a response from them.  Here is the information they provided:

This is a know limitation with Acrobat X behind an authenticating proxy. Although the documents references are for CS5 they apply to Acrobat X as well since they use the same technology for Help. Here are some things to try:
Issue
Error "Online Help content cannot be displayed. Verify you can launch your web browser and have access to the Internet" when accessing help in Acrobat X.
Solution
Make the help contents available off-line. See KB http://kb2.adobe.com/cps/849/cpsid_84992.html
Access online help directly in a browsers at: http://help.adobe.com/en_US/acrobat/pro/using/index.html
Note the 'en_US' part of the link takes you to the English help file. Replace this with a different locale to go to that language version of the help. For example, to go to the French version of the help replace en_US with fr-FR like this: http://help.adobe.com/fr_FR/acrobat/pro/using/index.html
A list of available locales can be found here: C:\Program Files (x86)\Common Files\Adobe\HelpCfg. The folder names in the HelpCfg are the names of the locales which can be used.

Additional information
Acrobat X uses a new help client to display the Help contents. If this client is prevented from checking online it will give the error: "Online Help content cannot be displayed. Verify you can launch your web browser and have access to the Internet."
One reason the Help client is blocked from going online is when a (authenticating) proxy is used. Currently the help client is not compatible with such a proxy.
After reading the information provided, I searched for the Help Client and it wasn't on my computer.  I downloaded and installed "Adobe Community Help Client" from the link below.  Apparently, the Help Client is part of the installation for the CS5 Suite of products but not part of just Adobe Reader X or Acrobat X installations.

After installing the Help Client, I opened it and changed the preferences to open Help in the browser instead of the Help client. It takes a while to download the file to a local cache and then it opens in IE.

    from the menu bar and paste into the box that opens by pressing command-V. You won't see what you pasted because a line break is included. Press return.

    It works when I reset my all settings...
    Settings>general>reset>reset all settings
    It never delete ur all contacts and any others,but ur wallpaper and wifi connection will change..it can be as before...

    Since updating to 10.4.4 my Help viewer does not work, and all of the troubleshooting fixes suggested in other threads have not had any success in resolving this. I've noted that when I go to Users>Library>Documentation>Help there is no mac.help file - can someone tell me if that means that I've lost the file altogether and need to reinstall it? I get to the first screen of the viewer, but the links from there don't work. Thanks for any help that you can provide!

    Thanks for your suggestion. I downloaded OnyX and ran the cleaning function. After restarting, I opened Help and once again the first screen appeared fine. But again most of the links did not work, though those under the "What's New" heading did work. I might add that I had previously tried a variety of suggestions posted in another thread, which included deleting from the caches folder in Home>Library several files such as com.apple.helpui and help.plist in the Preferences folder. (As noted in my previous post this evening, I also created another user but that also did not have any effect.) Any other ideas? Thanks

    For some prerecorded audio files the Transpose slider will not work reliably. I found no clear pattern, when it does and when not.
    If all fails, create a loop from the audio file. Select the region in the track and use the command "File: Add region to Loop library".
    Set the current key and tempo, name the loop, and save the loop.
    Now add it from the loop browser to a new track and delete your old track. The search field in the Loop browser will help you to find the loop quickly.
    You will be able to transpose the sample as described above, like a regular loop.

    Did you try opening that file in any other browser ?If not ,please try doing that once and see if that  works for you.
    Try Repairing Acrobat once and see if  that helps.
    Launch Acrobat>Navigate to Help>Repair Acrobat Installation.

    Not able to sign into Blackberry Protect.  Backup and Restore function not working. Message is: "Your device isn't associated with a Blackberry ID."  My Blackberry Messenger and Blackberry World is working fine so I am sure its not an ID issue on the phone.  I can sign into Link, Blackberry.com and Protect.  I see my device in Protect but cannot send messages or view it on a map.  Times out with cannot reach device message.  BB Protect on Device has a swirling circle beside the on/of switch.  Cannot turn off.  
    I have deleted Link and re-installed.
    I have reset phone to default(factory) and signed in. 
    OS level is 10.2.1.3062
    BB Link is 1.2.3.56

    I managed to figure this out myself. I had to delete the device from the Blackberry Protect website.  protect.blackberry.com.  I wiped my device again and signed in with my Blackberry ID.  I dont know if the step of wiping was necessary as I did not try my backup with the current configuration on the device following the delete.  Restore is in progress for me!

    I am working on BO XI R2 environment and help button is not working properly in my infoview.
    I can get help files from Admin console but the same is not true with infoview.I got two different server installations, one of them its working fine but not for the other.
    I checked for help files in IIS and they are there , even I verified web.config file as well for infoview and it also seems to be correct.
    Please advice what could be the reason.

      This kind of problem is known when webgui is being started from an IAC, e.g. HRWPC_FC_EXEC
    You have to set parameter ~webgui_popups 1 in the service file of this IAC.

    We worked on this issue ,
    Solution:
    In the P6 EPPM Admin application in the corresponding configuration, In P6 Help url we have modified the url from  http://hostname:8203/p6help/help to http://hostname:8203/p6help/ and we restarted the P6 server in weblogic console.
