Help - I can't access the money in my itunes account

I have redeemed an itunes card and currently have $15 on my account. It is my understanding that when I make purchases at the itunes store, this amount will be credited automatically until the amount is back to 0 and then billing would go back to my other payment method (paypal or credit card). However, I have made a couple of purchases on the account and the $15 has not declined. Rather the amounts are being charged to my other payment method. What am I missing here?

If you are in Canada and you purchase Apps from the App store, iTunes will only charge your CC.
You cannot use gift card amounts to purcahse Apps.

If you bought an Apple gift card, then you cannot use it in the iTunes store. You can only use it in the Apple store for hardware.
You would need an iTunes gift card to buy anything in iTunes

Do you have iTunes match? You need a computer to manage an iTunes match library.

Apple doesn't have any say in the matter. it's up to the owner of the distribution rights for the music.

You can't. Once any part of the balance has been spent, the remainder can't be put back onto the card or otherwise transferred to another person(aside from Apple itself) through any means.

Once an iTunes Gift card is redeemed the balance is transferred to your iTunes and Mac Store associated accounts, so once redeemed the card has no value. There is a number of ways to check your balance. On the iPad open the iTunes or App Store app and from one of the stores main pages scroll to the bottom to see your credits. You can also see this balance by logging into the iTunes Store in iTunes on a computer as well.

If you are asking about getting the cash value out, it is not possible. The credit balance can only be used for purchases in the iTunes Store.

Something like this happened to me, where something went wrong on Apple's end and a movie I rented wouldn't play. I contacted Apple over the phone and they gave me back my money and fixed the problem for future use.
