Hey, I recently got A Ipad Mini for Christmas And My Apple account has been Set up and I have bought some apps recently but now I have tried to get a free app and it says Sign-In Required I Sign in correctly and at the top of the page it says There is a billing problerm with a previous purchase. Please update your payment method. When i CORRECTLY enter my details it dosnt allow it! Please help as I want more apps On my Ipad

King Penguin gave you the best and only answer anyone here can give you, so there's no need to be rude to him. Many people have reported that their debit cards are no longer accepted, and they're not listed as an accepted payment method on the page KP linked to.
You can try contacting the iTunes Store and asking if there is any way to use your card, but they probably will tell you that it's not possible.

My debit card isn't being accepted by itunes;

Its a visa delta with LLoyds Tsb I've entered all the info in correctly and triple checked it but it still tells me: Your payment method was declined. Please enter a valid payment information. I've used debit before so it should work.

What the situation was back a year ago when Hyphons posted I don't know, but debit cards are no longer accepted in the iTunes Store. The current valid payment methods are listed here:

You can try contacting the iTunes Store and asking if there is any way to use your card, but they probably will tell you that it's not possible.

Using a debit card in any online service where it stores your card is a bad idea in any case since if someone gains access to your account in the service, they can quickly drain your bank account. Credit cards limit your liability, as do prepaid iTunes cards.

There is not an issue using a Visa Debit card for payment options with itunes. At times the information when posted in the applcation does not line up 'exactly' with what the bank has on file with your account. IF you have received an error message from itunes stating that your Visa card is not being accepted it can only have but a few reasons that you are getting this error:
1. The application may not be EXACTLY the same as what the bank has on file for you.
Example: Road does NOT equal RD.
2. There may have been archived issues with this credit card in which your itunes login was disabled.
3. Are there available funds on the debit card such that itunes could use should need be?
Please look over these options to see if this helps you issue.

If you cannot insert any CD or DVD at all and there is no CD in that drive, then the mechanism might be defective. I've had that and Apple replaced the drive under warranty.
