Help please!! Phone no longer rings when someone ...

Question

I just got a skype number a week ago.   Everything worked fine for 5 days.  Suddenly since yesterday morning, when someone calls me, there is no audible ringtone.  If I call them back, after I see the missed call, we can talk normally.  Both my speakers and microphone are working fine in every other way (and in all other applications).  When I go to Tools -> options, and ask it to play the ringtone, I can hear it fine.  It just doesn't actually ring when someone calls.
I looked at "How do I adjust the sound settings on my computer and in Skype for Windows 7?" in FAQ, and everything checked out fine.
Does anyone have a clue how I can fix this?  There's not much point my having this skype number if I can only receive missed calls.  I very much need to be able to answer the phone.
I did try re-starting my computer.  Several times.

How do I receive calls and instant messages in Skype for iPad?
You only need to be signed in to Skype on your iPad to receive Skype calls and instant messages.
You can have Skype running in the background and receive calls and instant messages, while you have other applications open.
If you don’t hear the Skype call ringtone when your friends are calling or instant messaging you, simply enable the Skype notifications:
In your iPad’s main menu, go to Settings.
Tap Notifications > Skype and set Sounds to ON.
If you’re signed in to Skype on your iPad and on your desktop computer at the same time, both of them will ring when you receive an incoming call.
You can also receive incoming calls to your Skype Number. The Skype Number will allow people to call you on Skype, even if they’re not on Skype themselves. You can set up Skype Number from your Skype account.
My iPad is on OS 7.0.4, and I confirmed the above settings before copying and pasting here.  If you are still on an older version of the iPad OS, check your audio settings in the Settings -> General or Sounds tab.
