Help! Pop ups disabled but.. it doesnt work! :(

need some serious help guys. No matter which web browser i use, either safari or chrome, the pop ups KEEP COMING OUT. I have already disabled it in the system preferences, I have installed ClamXAV to run through my laptop(no results of any "infection"), but it just, DOESNT WORK. I didn't have this issue before, and its really annoying the shi* out of me. pop ups keep appearing no matter which website i go, or where i click. (alibaba, mac keeper, videos...) URGH.
