HELP!! Video Hesitating When Using Encoder CS5

Question

The video can be viewed at: http://www.rcpilottraining.com/test.html . It hesitates and is not smooth like say YouTube videos. I will also be doing camcorder videos and need them to be smooth when encoded to Flash. I have done a video of my settings at: http://www.youtube.com/watch?v=jG4BSQULMV4.
How do I get the video to be smooth whether it is from a camcorder or recorded from my screen after being encoded in CS5??? The videos are smooth when they are in thier .AVI format, but hesitate when converted to FLV using the Adobe Media Encoder CS5.

As opposed to constant bitrate (CBR), VBR files vary the amount of output data per time segment. VBR allows a higher bitrate (and therefore more storage space) to be allocated to the more complex segments of media files while less space is allocated to less complex segments. The average of these rates can be calculated to produce an average bitrate for the file.
I would say try using VBR with the 2 pass.
Using 2 passes will let Premiere look at the video twice to analyze the footage for the best encoding.
Plus like Stan said you never said what your Sequence settings were.
You can use the New Item button to set them for you.
