    Sad to say that you are correct. It's just that it was out of luck that the items went on discount after oyu bought it. As I've heard, does not provide price protection or refunds in the event of a price drop or promotional offering. It's in ther terms of use:

    I have a Go-phone, pre-paid plan, with a charge of ten cents per minute.  When my minutes expire, I always refill my account by purchasing an additional $100 of air time, so I can transfer my unused balance for another calendar year.  I hardly ever use this phone, which is why I purchased this plan, and I now have a balance of over $400 of unused minutes.  I am a senior citizen on a fixed income, and $400 is a lot of money to me.  I now want to cancel my phone service, due to lack of use, and want to know if I can get a refund for the money I pre-paid.

    GoPhone refills pay for talk minutes, but also for keeping your phone active and ready to be used at any moment for specified periods of time (1 full year for $100). AT&T lets   your balance to rollover for another year as long as the refill was made before the previous one expired, however there are no refunds for GoPhones.     I bought my 72-year-old Mother a new iPad 2 and she is loving it. I set up the account for her to purchase new games through the app store if she wanted, but she was not aware that the in-app purchases were real-life purchases, she thought it was fake money inside the game (now she knows).     You may want to consider turning off In-App purchases in the Restrictions:
    Settings > General > Restrictions > Enable Restrictions > Create a passcode > verify passcode > Turn off In-App Purchases.
