Such an app would be made available by your carrier - the carrier you have a data only plan for the iPad with.
With carriers in the US, when you sign up for a data only plan on the iPad, it is on a month by month basis that is renewed automatically each month uness you cancel, so no app required. Signing up for iPad data only service is done direct on the iPad without any app.

email is only as good and as fast as the ISP available and texting is only as good as one's cell phone carrier. BB's, I must admit, are amazingly fast like a bzillionth of a second with like zero delay, .... UNLIKE email or texting. When i text my wife from my LG cell phone to her identical LG cell phone using Telus mobility, there can be as much as twenty minutes until the text is delivered (i sht you not, ....as we tested it on several occasions the time it took for a text to go from one phone to another and we were sitting right beside each other). BB's don't have any delay.... none/zero/goose-eagg/nada.

I couldn't download any app into my iPAD. Puzzled by this strange condition, I tried downloading the same chosen app into my iPhone. It worked!

Do the apps show as installed on the Purchased tab in the App Store app ? If they show as installed, then have you got any restrictions set on Settings > General > Restrictions (e.g. Allowed Content > Apps) that might be hiding them ?
You could try closing the App Store app completely and then seeing if it downloads after you re-open it : from the home screen (i.e.not with the App Store app 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the App Store app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
You could also try a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
And try logging out, and then back in, with your iTunes account : Settings > Store

Yep, exactly. When you go to buy any of the iTunes Store cards in the Apple Store, they say "All cards work on the iTunes Store, App Store, iBookstore, and Mac App Store. ". So it's just labeling, something which confuses a lot of people.

I actually have already activated it the passport on AT&T and you are correct as long as Verizon continues with this whole must have CDMA than eventually Verizon will be in Sprints spot. Have to keep up with the changing landscape. As we all know blackberry did not do. However this new passport is so amazing and has that wow factor I think they could be onto something. You can sync as many iDevices as you own to a single iTunes library if you want to do so. If you manage the content manually, you can pick and choose the apps, music, videos and so on that you want on each device. One iTunes account means using the same Apple ID to purchase and update all of your apps. You can share apps on both devices because once you buy an app, you can download it to all of your iDevices - as many times as you want - using the same Apple ID and iTunes account. If you decide to do this, you have to sync to the same computer each time in order to keep all of your shared apps in the one iTunes library.
The Kindle App content is not synced to the iTunes library. It is controlled by your Kindle account. I believe that you can go into your Kindle account and transfer your purchase to your other devices - iPad, computer, etc. You can both have the Kindle app on your iPads and share the content as far as I know, so I see no conflict there. However, while I do have the Kindle app and an account, I do not use it very often.
If you want to share the one iTunes account, there should be no problems with a second iPad. I sync my iPad, my iPod Touch and my wife's iPod Touch to my MacBook using the same iTunes library and we have different content on all three devices. My daughter uses my iTunes account for her iPod Touch and syncs to her own MacBook and her own iTunes library.
Four devices using one iTunes account syncing to two different iTunes libraries.

If you have an iPhone 3GS, you can upgrade it to the latest version of iOS, 6.0.1, so any app that doesn't require a newer model of iPhone (as some apps do) should run. See:

As long as your iPhone remains activated, upgrading iOS should not be a problem. You will need a valid SIM from the UK carrier, though having a contract with them or unlocking the iPhone will not be necessary as long as you just want to use the iPhone as an iPod touch.

Restoring your iPod to factory settings is the best way to try and get it back to working order. You can use the instructions below to restore it:
How to restore iPod
Verify that you have an active Internet connection, because you may need to download new versions of the iTunes and iPod Software.
Download and install the latest version of iTunes if necessary.
Open iTunes. Connect your iPod to your computer using the USB or FireWire cable that came with your iPod.
After a few moments, your iPod will appear in the Source panel in iTunes.
Select your iPod in the Source panel. You will see information about your iPod appear in the Summary tab of the main iTunes window.
Click Restore.
If you are using a Mac, you will be asked to enter an administrator’s name and password.
A progress bar will appear on the computer screen, indicating that stage one of the restore process has begun. When this stage is done, iTunes will present one of two messages with instructions specific to the iPod model you are restoring.
Disconnect iPod and connect it to iPod Power Adapter (typically applies to older iPod models).
Leave iPod connected to computer to complete restore (typically applies newer iPod models).
During stage two of the restore process, the iPod displays an Apple logo as well as a progress bar at the bottom of the display. It is critical that the iPod remain connected to the computer or iPod power adapter during this stage.
Note: The progress bar may be difficult to see, because the backlight on the iPod display may be off.
After stage two of the restore process is complete, the iTunes Setup Assistant window will appear. It will ask you to name your iPod and choose your syncing preferences, as it did when you connected your iPod for the first time.
