You can track the iPhone from another IOS device or computer only if Find My iPhone was activated on the lost iPhone.

If Find My Phone has not been activated on the iPhone before being lost there is nothing more that you can do to locate it with iCloud. The only option is physical search for it.
If you have an idea of the location, call the iPhone and see if you can hear it ring.

Nobody here can help. If your brother enabled "Find my iPhone" in the settings of the lost phone he might be able to trace it using the app and iCloud, but if not, it is gone.

The only way to locate any lost/stolen iPhone is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.

If you didn't set up "Find my iPhone" there is no way. Notify your carrier, your insurance company, police, and change any compromised passwords.

I'm sorry for your unfortunate situation. This question is asked time and time again - sadly no, you cannot set up "Find my Mac" after it's lost or stolen. The whole point is that you have to set it up before you lose contact with it.
When you get a new Mac, this is one of the first screens you see - "Do you want to set up iCloud to Find My Mac?". I don't understand why anyone would answer "No".
There are third-party location utilities, but again, you have to set them up when the computer is still in your possession. I use Undercover by Orbicule - allows you to locate the computer and take webcam snapshots and keylogs of the person using it. I also have iCloud set up, so I have two options for location should it get lost or stolen.

You can't fix this, your friend needs to. If your friend no longer has an iPhone, tell him/her to call AppleCare & ask to talk to "Account Security". They will fix while your friend is on the phone.

Messages automatically back up when you do an iCloud backup. To set your device up to automatically back up to iCloud:
iCloud: iCloud storage and backup overview
Settings>iCloud, scroll down the list, and near the bottom you will see Backup with an Arrow. Click on the arrow, and then turn iCloud Backup ON.
This will backup your device automatically when the device is plugged in, on the Slide to Unlock screen, and connected to Wifi.

If you set up the Find My iPhone service prior to losing your iPhone, then there is a chance that can be tracked, though it depends on a number of factors (the iPhone is turned on, connected to either the 3G or a WiFi network, or has not had the Find My iPhone service disabled or the iPhone been completely restored).
If you did not set up Find My iPhone, then there is no way to track it.
