What happens when you try to download those apps ? You haven't got an app age restriction set in Settings > General > Restrictions on your iPad ? If you are getting an error message then what does it say ?

I cannot download any app from my iPhone 5.
I cannot download any app from my iPhone 5 and only from my iPhone because when I purchase from my iPad or my Mac it works right, and always shows up this message "Could not be purchased at this time. Please try again later", it appears no matter if I download a paid app or free app, it always appears.
As of 5 minutes ago I could not update any apps. It says "cannot download app". I tried using itunes on my PC to download or update and also received errors. Says the file appears corrupt or something.
Apple's sytem status page http://www.apple.com/support/systemstatus/ shows nothing.
What is going on? -
I cannot download any apps , including free apps. I did purchase a game about a month ago using a prepaid card. That card I no longer use. The App Store declined the card. I just want to download free apps without te App Store wanting my credit card information . Help!!
i don't think you can use prepaid cards that aren't itunes gift cards for purchases in itunes anymore. if you don't see the option 'none' under payment options, then you need to add a card to the apple id. once you add it, you should then see the 'none' option and can choose not to use that as your payment method under settings > itunes and app stores > tap on your apple id and choose 'view apple id' > payment options

Someone claims that if you use the iTunes app on your Mac to set up your purchasing account for the iTunes and Mac App Stores, that you can choose the None option in the payment methods and avoid entering your bank card details.

I cannot downlaod any apps on my IPhone. It keeps telling me to go to the ITune store and change my billing information and I have done that and it still won't let me download apps.
This may not be the exact message that you are getting, but the reasons explained in here might be why you are getting this message. Take a look.

Cannot download from App Store to iphone 3GS
Hi all,
I am having problems downloading apps onto my iphone 3g, ever since I changed the battery, insofar I get this msg:
"Cannot connect to the store - a secure connection could not be established. Please check your date and time settings"
Internet works fine, as does all apps previously downloaded. Checked the date / time settings and nothing seems to be wrong here. Just at a lost to what happened, have I inadventedly tripped something when swapping over the battery?

Why I cannot download free apps without having to put a credit card number in Apple ID?
I recently activate my apple ID account, and I tried to download Maverick. But, because my account has never being used in the app store I have to put an credit card number, which I don't have. I'd like to know if is possible to avoid this step and be able to download Maverick.

You must have a valid method of payment even for free apps, in case you make in-app purchases (you won't be charged). You can use an iTunes gift card.

Someone else may have a workaround, but, as far as I know, if you cannot interact with the screen on the iPhone, there is no way to unlock it so you can get to your contacts.
Were you saving them to iCloud by chance? If so, you can restore them to your new phone.
