These are user-to-user forums, you are not talking to iTunes Support nor Apple.
The link that rmgman gave has instructions for how to create an account without giving credit card details - if you use them when creating an account then you will be able to download items from the store without having to give card details.

You don't need to create an account. Your use your Apple ID to log into Facetime.
If you haven't already you will need to download the Facetime App from the Mac App Store.

It sounds like you may have Restrictions enabled, specifically the restriction of deleting applications. You can disable this behavior in Settings > General > Restrictions > "Deleting Apps" (Note: You'll need to enter your restrictions passcode to disable restrictions). For more information, see the following article:

Also, keep in mind that you will not be able to delete the pre-installed applications on the iPhone, as they are required by the software.

From what I've learned by testing it seems you have to put in the quantitiy for each photo. Be sure to send a feature request to Apple via http://www.apple.com/feedback/iphoto.html.

You need to use an Apple device to make an iCloud account - iOS device or Apple computer. Once you make it though, you could delete it from that device and login to that new account on your other device. The account is tied to the AppleID used when you create it, not to any particular device.
The limit on new accounts on devices is to keep people from endlessly making iCloud accounts (since that is often done by people looking for many free accounts to use for sending SPAM mail and all sorts of other undesirable uses of Apple's free service)

You cannot have just downloaded iOS 7.0.3, the latest iOS is 7.0.4, unless you were hacking the device.
You need to check what carrier file you are using on the phone, as updates may have changed the file. Was this an unlocked phone from another carrier you are now using on Straight Talk? The carrier file can change the APN settings, as well as restrict access to them, causing these restrictions. You will need to work more with Straight Talk to get your hotspot back, they are the ones that control access to it.

That's not easy. The Windows migration tool makes a new user account, and you can't prevent it.
You may be able to transfer what you want manually, but it's not quick or easy. See Transferring files from one User Account to another.
