You may have accidentally put it in a folder instead of deleting it. Check all your folders to see if it is in one.

Sync works the same way it always has, connect the device, select the content desired to sync and sync.
All the media should be in iTunes already, iDevices are not and have never been backup devices.
If this is a new computer, move the content from the old computer to the new computer.

If you are using Mac, please open the finder window click on go and choose applications and try to launch Photoshop from there.
If windows, please navigate to C:\Program Files\Adobe\Adobe Photoshop CC 2014 and double click on the Photoshop.exe file.

Remember, any purchased item from the itunes store is forever associated with the Apple ID used to buy it. So when you get prompted for an ID/password and it doesn't accept it, then you are using the wrong ID.
Go to Settings>iTunes and App Stores, be sure it's logged into the ID you have set on the iphone (since that one seems to be connecting with the right ID). If you've done this, then you might wait a bit to see if the "cannot connect to .. store" message has to do with internet connections.

If I am understanding you correctly, it sounds like you are returning to an old iPhone that has been erased and you would like to set it up as a new device without restoring from a backup which would affect the name of your iPhone, as well as the contents therein. Basically, it seems like you may be stuck on a screen that is asking if you would like to restore your device from the backup that is filed under the name of your new iPhone, or if you would like to set up the device as a new device. Need to know which newer one, some cannot run 10.2.x.
One solution might be to clone the 10.2.8 Drive to another drive, then Install a later OS on it Preserving Users & Settings.
